STRATEGIC SUPPORT FOR SUSTAINABLE GROWTH
Access to capital is essential for a small business to thrive, but without the right strategic, operational and financial support, businesses may struggle to leverage that capital effectively for long-term success and sustainable growth. That is why the West Virginia Capital Access Program( WVCAP) established its Technical Assistance Program( WVCAP TA) to offer those small businesses the help they need to flourish in West Virginia.
Marten R. Jenkins, Jr., president and CEO of Partner Community Capital( PCC), the organization that manages WVCAP TA, explains that the program complements WVCAP’ s mission to offer broader access to capital for small businesses across the state.
“ The program is available in all 55 counties and focuses on increasing capital access for businesses, particularly small businesses and those owned by socially and economically disadvantaged individuals,” Jenkins says.“ Given West Virginia’ s diverse economic landscape, this initiative addresses the challenges of rural areas with limited resources while also leveraging opportunities in urban centers with underutilized support networks.”
WVCAP was allocated $ 1.4 million in State Small Business Credit Initiative( SSBCI) grant funding to apply to the technical assistance program. As of February 2025, more than $ 300,000 of this funding has helped 30 companies secure essential services such as legal counsel, industry analysis and internal software programs.
“ The SSBCI grant funding is allocated to providing small businesses with technical assistance services to help them overcome operational challenges, maximize their growth potential and establish a path for accessing additional capital,” Jenkins says.“ This includes support in areas such as legal services, accounting and financial planning.”
In order to ensure the best possible technical assistance, PCC works with a network of experienced business service providers who provide high-quality, expert assistance. These include financial consultants, legal advisors and industry specialists.
Small businesses interested in applying for WVCAP TA funding should begin by reaching out to PCC or one of the WVCAP TA referral partners: The Center for Rural Health Development, Inc.; Wyoming County Economic Development Authority; Woodlands Development & Lending; West Virginia Jobs Investment Trust; Regional Economic Development Partnership; or INNOVA. If approved, the businesses will be put in contact with the appropriate service provider for their support needs.
