BRIDGING IDEAS AND OPPORTUNITIES FOR WEST VIRGINIA
The Bridgeport , WV , location for Civil & Environmental Consultants , Inc . ( CEC ), was opened in September 2012 and is the firm ’ s 17th office .
“ We recognized that we were underserving our West Virginia clients ,” says CEC President Ken Miller . “ We opened the Bridgeport office to provide a higher level of service and broader capabilities .”
The Bridgeport office began its operations by hiring local professionals and utilizing existing engineering , scientific and technical staff members who relocated from other regional CEC offices with the overall goal of having a professional staff of at least 20 within its first year . Along with this , they aimed to be a full-service office with the ability to provide a complete range of CEC capabilities , not only to the coal mining and natural gas industries but also to clients in the power , solid waste , manufacturing and real estate industries .
After Dennis Miller , P . L . S ., led the office for 10 straight years , Steven Cain , P . E ., took over in September 2022 after having served as head of the office ’ s civil engineering practice .
“ Since opening in 2012 with two employees , CEC has been the fastest-growing West Virginia consulting firm ,” says Cain .
As the second-largest office for CEC , the Bridgeport office now has nearly 120 employees in West Virginia who meet the needs of the firm ’ s clients . Offered services have now grown to include civil engineering , construction inspection , ecological sciences , environmental engineering and sciences , geotechnical engineering , landscape architecture , road / bridge design , stream restoration , water resources , survey and LiDAR mapping . Some notable projects include Sherwood Natural Gas Plant , The Bridge Sports Complex , the I-79 Expansion project and Charles Pointe Development .
“ We can attribute our growth to a number of things , like hiring the best talent and most driven professionals with proven track records in their industries , the client-first service we provide and referrals from our

clients ,” says Cain . “ Our desire is to embed ourselves within the community and build our visibility through service .”
With a bright future ahead , CEC recently opened a second location in Martinsburg , WV .
“ The establishment of the office is a show of the firm ’ s dedication and desire to provide client-focused , high-quality , innovative services to clients in the Eastern Panhandle and surrounding areas in West Virginia ,” says Kow Eshun , who joined the Bridgeport office in 2015 and steadily rose through the ranks to become a vice president and the geotechnical practice lead in the office before taking on the new office leadership role in Martinsburg .
“ Our goal is to continue to grow and expand our footprint in the wild and wonderful state of West Virginia ,” says Eshun . “ The lessons learned over the last 10 years will serve as the springboard for our drive to grow and provide opportunities for our employees in the future . Additionally , our goal is to continue to cultivate a culture that makes CEC an employees ’ choice for the place to grow their career .”
