Berea bathrooms to be built by volunteers

Town supervisor Rodney Winchell said he had previously put out bids for prefabricated bathrooms that could be installed before this football season . He planned to fund it with a Parks and Recreation Fund that is comprised of application fees from businesses looking to build in the town .
That original motion was rejected by the board , so Councilman Mark Hoyt proposed a new motion to have volunteers

community and religious organizations have done amazing work over the years , those volunteers are best used for projects such as park beautification , not for commercial buildings , Winchell added .
“ We have 800 to 1,000 people coming in at times for football throughout the day ,” Winchell said . “ We should be looking at that bathroom to handle that kind of operation . And to take it out of the hands of local contractors that spent years pricing jobs here I think is an insult .”

The four members of the board voted to pass the motion . Winchell abstained because he said he didn ’ t have enough information to make a decision .
The motion is currently under review by the town attorney . If it ’ s approved , Hoyt will find the lowest bid for the materials .

In a heated discussion , Winchell voiced his concerns that the project wouldn ’ t be completed correctly if it were to be done by volunteers . Past projects that were

Who ’ s in charge of the Rail Trail ? |

Rumbold said when she called the Superintendent of Highways Charles Woznick , she was told the trail wasn ’ t in the highway department ’ s responsibilities .
The 2004 lease agreement between the Norfolk Southern Railway Company and the Town of Montgomery states the town is responsible for maintaining the trail .
“ Tenant [ Town of Montgomery ], at its sole cost , shall keep and maintain all of the Premises [ Rail Trail ] . . . in good order and repair ,” the lease states .
However , the agreement doesn ’ t establish a specific department for maintenance of the trail , so without anyone designated to do the job , maintenance has fallen by the wayside . Winchell said the town also has limited staff and resources .
Walden trustee Lynn Thompson said she is surprised no one has ever thought to apply to the Orange County Department of Tourism for a grant to maintain the trail .
“ I just don ’ t understand how all these years have gone by and nobody has ever wondered or taken a look at these wonderful things that are in this township ?” Thompson said . “ It ’ s very sad to me . I don ’ t understand .”
The largest debris were cleared from the trail after the storms in May , but there are still some dead branches hanging in the trees . Winchell contracted arborist

Winchell said he would like to create shared services between Walden Parks and Recreation and the Town of Montgomery for the maintenance of town parks , including the Rail Trail . Currently , Montgomery doesn ’ t have a Parks and Recreation Department .
“ I would love to see , since they [ Walden ] already have a program in effect , us do a great shared services project of taking care of our [ Montgomery ’ s ] Parks and Recreation because we ’ re starting with nothing ,” Winchell said .
The trail is a valuable resource for the towns it services , drawing locals and tourists for its recreational benefits , Rumbold said . The tourism that it generates provides economic benefits for Montgomery and Shawangunk .
The Town of Shawangunk is also responsible for maintaining the portion that runs through its borders .
Shawangunk Supervisor John Valk said the Shawangunk highway department maintains the trail within the town ’ s boundaries . The town contracts landscapers to mow it periodically and the Shawangunk police patrol it .
Valk said while the trail doesn ’ t require much maintenance , it ’ s a valuable resource that should be maintained .
“ People enjoy it ,” Valk said . “ I just hope we can maintain it for perpetuity .”
