Montgomery approves comprehensive plan update

A comprehensive plan update for the Village of Montgomery was approved by the village board last week . The direction of the plan is “ to keep the village nice and clean , the way it is ,” said Michael Hembury , village board trustee . “ When you have something running as nice at is , you want to keep it .”
However , Maria Beltrametti said some points in the plan need more attention from village officials .
“ Huge tractor trailers avoid weigh stations by coming from 211 through the village ,” she said . “ Building foundations are crumbling because of the weight of the trucks and the building vibrations they cause .”
She noted the difficulty of their turns from Route 211 into the village , crossing lanes , and the plan update echoes Beltrametti ’ s concerns . The update advises , “ Work with New York State Department of Transportation to identify alternative truck routes that avoid the Village of Montgomery and limit certain classes of trucks on NYS Route 17K and Route 211 .”
However , board trustee Walter Lindner said he knew of no weigh station the trucks would be avoiding , and drivers would likely avoid the difficult turn into the village if they could . He said they were probably compelled to go through the village by warehouses in the vicinity that are their destinations .
The plan notes that the “ level of service ” at key village intersections is generally good , except during morning and evening peak hours at NYS Route 17K and NYS Route 211 , according to standards provided by the Institute of Transportation Engineers . According to traffic data compiled in 2006 , that intersection operates at “ Level-of-Service C ” during morning peak hours and “ F ” at evening peak hours .
The fire house became crowded as their vehicles and apparatus increased . The department added off road utility vehicles for brush fires , rail trails and remote woods . A rescue truck the size of a pickup truck was replaced with a fire truck size vehicle . And a trailer full of fire prevention demonstration materials used in schools “ maxed out ” fire house space ,
Beltrametti also suggested that village officials be proactive in planning the redesign and rebuilding of Ward ’ s Bridge .
“ I ’ m afraid it will end up like the banal bridge over 211 ,” she said . “ It was the first bridge over the Wallkill . It ’ s the main entrance to the village . It ’ s antiquated and interesting looking . We need to have the character maintained , not duplicated .”
Beltrametti also agreed with the plan ’ s concern with code enforcement to maintain the village ’ s appeal . She said that some businesses often leave trash cans on the sidewalk without lids , leading to spills and unpleasant odors and attracting animals .
Don Berger pointed out the importance of regulations for the planned development district in maintaining village character . The plan recommends a minimum lot size and a five-year time limit on when a PDD can be implemented , as municipal changes may affect the impact of the PDD . The comprehensive plan also recommends that the village be prepared to manage “ modest growth ” over the next decade .
Other concerns expressed in the plan include “ the lack of design standards within the I-1 Industrial Park District , creating “ a great deal of uncertainty for the village in terms of the design or form of industrial development .”
The plan emphasizes the importance of Storm Water Pollution Prevention Plans , especially for construction that affects an acre or more . And while encouraging use of alternative energy sources , such as solar and photovoltaic , the plan “ recognizes that such facilities could affect the historic character of the community if they are poorly placed or designed .”
The plan also points out the importance of trees and encourages more planting of them .

“ Some equipment needs a climate controlled environment , and we didn ’ t want to keep taking it out ,” he said . “ But fire fighters finagling their way around equipment at two or three in the morning is not the best way to get to a fire .”
