Nor can such visitors claim they failed to see the sign, as the law requires that solicitors “check each residence to the presence of any such notices before entering the property.” Residents can also file a request with the village clerk to be listed among those who want no solicitation at all. Door to door solicitors are required to respect all such notices and to look for them before approaching residents. Applications can be denied if they are not complete, if the fee is not paid, if the applicant fails to establish their identity, or if the background check reveals a criminal record. Also, if the village has denied or revoked a certificate for the applicant previously, a new application can be denied. If after the application was made, a civil judgment was made indicating fraud or misrepresentation by the applicant, that too can result in a denied application.
