For life-threatening emergencies or crimes in progress : dial 9-1-1
For a non-emergency situation , to report a crime , usually after the crime has been detected : call police dispatch at 503-655-8211
There are two big reasons that it is important to report even the smallest crime . The first is to avoid the underreporting of property crime which can lead to higher levels of activity if criminals feel no one is watching or cares . The second is the effective teamwork between community and police to increase the success of problem-solving a trend and sometimes apprehension of criminals .
Research available on the web emphasizes that reporting of property crimes is a useful tool for law enforcement agencies . They are often trying to put together pieces of information from police and government agencies in an effort to solve a puzzle that leads to a definitive action to solve or prevent crimes . Jim has stories of how Charbonneau reports were useful to police to solve a criminal puzzle .
So , in summary , don ’ t be an easy target , don ’ t provide an opportunity , do start a Neighborhood Watch program , and report ALL crime , regardless of how small .
CCC initiatives to prevent property crime
Jim , supported by the CCC Board , is undertaking several projects that are likely to reduce the ability and desire to commit a crime , improve oversight of CCC facilities and update physical security measures to our CCC facilities . Examples include :
� Charbonneau Security System HUB is built ( already in place with the new activities building and pavilion ) with magnetic locks and multiple cameras for video monitoring . SPOKES from the centralized security system HUB will be built out to include : the Event Center , Tennis Center , village parking lot , RV storage lot and marina . Traffic monitoring on French Prairie Road is also possible
� Video surveillance at the RV lot , village parking lot , Event Center , Tennis Center , marina , and traffic on French Prairie Drive
� First Response is the Charbonneau Community security service from afternoon to early mornings . Improvements in reporting and hours of operation are likely
� Physical Security such as new doors , windows , and magnetic locks are included in the Event Center renovation project
� Motorized gate and video surveillance for RV Lot
� Use of motion sensors to notify CCC management of unauthorized access
� Working closely with city of Wilsonville and first response
� A small puzzle piece from Charbonneau will complete the larger puzzle and result in the capture of criminal elements
� There is a process for monitoring , reporting and analysis of criminal events that is proven effective in both crime prevention ( improvements in physical barriers to crime ) and crime deterrence ( eliminating opportunities )
� The Charbonneau Village Center area seems to be a target , so new security measures will receive a high priority
The funding for most of these initiatives is supported by the Charbonneau Country Club Board of Directors and has already been included in the current and future budget forecasts for the operations budget , capital projects reserves and replacement reserves .
