Much has changed for the better in Charbonneau in recent years

Hello fellow Charbonnites ,
The theme for this edition is transition and renewal . If you have lived here more than four years ,
NEWBORE you have witnessed the results
of this theme taking place . The Village Center is filled with so many more people than it was four years ago . First , the Pavilion , built by the golf course and donated to the country club , has gone from a grassy spot to a concrete slab , to a new , modern structure that is getting a lot of use for meetings , classes and concerts , among other events . Second , the walkway in front of the old clubhouse , besides looking ugly , was full of dry rot and falling down . That has been removed . Third , the old restaurant building that was an eyesore and unsafe for inhabitants was torn down and replaced with our new Activity Center . Fourth , with a new tenant looking at the old , leased fitness center space , our two commercial buildings will be full .
The Lux bakery and Market Café at the golf course also add ambiance
to the Village . But best of all , with Lux , The Market Café , pickleball players , more people playing golf than four years ago , and considerable high use of the Activity Center , the Village is alive with people compared to my recollection of it being mostly empty four years ago .
And the transition is not complete ; as yet to come is a new building over the outdoor tennis courts , porticos like the one in front of the Activity Center will go up over the entrances to the golf club and old clubhouse ( Event Center ), and a modernization of the front of the Event Center as part of our planned and reserved window and siding replacement will take place over the next year or so . I also thought the beautiful flowers planted by Kathy Harp and Rick Schram in the front of the Event Center and golf pro shop this year really added a lot of class and dramatically improved the looks of this section of the Village .
I will relate a couple of numbers that I found interesting from the BerryDunn report which was done for Edith Green Park , for which they pulled recent census data . The first number is that the average age in Charbonneau is 70.1 . The second number I found interesting is that the average household in Charbonneau has 1.65 people . I ’ m guessing the age is lower for single-family dwellings as I believe SpringRidge is included and I was told the average age there is 87 . The people per household is probably less there than the rest of Charbonneau also , which skews the average household size as well .
Next , on to CCC Board and staff activities
, we signed a contract with a company named J2 to oversee the Event Center window and siding replacement . This project has been reserved for many years and work should start by the end of the year . When finished , the building should look a lot better and will complement our Activity Center . We picked Haworth Construction of McMinnville to construct the building over the outdoor tennis courts , started Ben Altman , our permitting expert , to begin seeking our permits , and hired Northwest Geotech to complete the required Geotech report . At Edith Green Park , the boundary and topographical survey was completed and our landscape architect produced scaled drawings . The next step will be for the Board Park Committee to refine the plan and decide what can be done this year as Phase 1 . A contract was also signed to resurface the tennis courts at the Tennis Center . As part of that project , the courts will be turned to face east and west like the current courts . Sun shouldn ’ t be an issue when the new building is constructed . A draft security plan has been produced and is under review by staff and our Emergency Preparedness and Safety Committee . All of the above activities are already included in your dues .
The tolling issue still has no resolution . I have sent additional letters and emails to the Oregon Transportation Commission . At our request , on Sept . 8 , Garet Prior of ODOT made a tolling presentation to the CCC Board , neighborhood homeowners association presidents , and our banquet room full of residents that was
followed by a question and answer ( kind of ) period . I was somewhat disappointed in the lack of specificity in Mr . Prior ’ s answers , but I do appreciate all of you who attended on a short notice and I was proud of the good questions you asked . We have also been trying to set up a meeting with the chair of the Oregon Transportation Commission . ODOT staff does report that it has received over 200 letters and emails from the Charbonneau community , so a big thanks goes out to all of you who have taken the time to write letters or send emails to ODOT . Hopefully it will make a difference .
Those of you who are acquainted with me know I like some humor in my life . So , I have to admit that I chortled to myself a bit , and I ’ ll never forget the look on the Fred Meyer cashier ’ s face when she scanned the packet of bird seed I was buying as a gift and I asked her “ How long does it take for the birds to grow once I plant the seeds !” Have a great October everyone .
