Vadnais Heights Area Community Foundation
The VHEDC is also thankful for the support of the Vandals Heights Area Community Foundation( VHACF). It is a broad-based foundation for the community, which includes the Whtie Bear Lake and Mounds View School Districts.
The VHACF was founded in 1979 through the Riverwood Housing Bonds which financed the homes in the Greenhaven area of Vadnais Heights. Since 1990, this foundation has annually issued $ 10,000 of grants or more.
This organization has focused on the areas of arts and culture, education, human services and basic needs assistance. In 2025, the VHACF issued grants to the White Bear Center for the Arts, Newtrax, Solid Ground, Northeast Youth & Family Services( NYFS), Merrick, Inc. and the White Bear Area and Vadnais Heights food shelves. In addition, scholarships were awarded to high school seniors at both White Bear Lake and Mounds View high schools.
Since 2005, the VHACF has been affiliated with Saint Paul & Minnesota Foundation( formerly The Saint Paul Foundation and Minnesota Philanthropy Partners) to take advantage of their expertise in donor resources,

administration and investment pool opportunities. Through this affiliation, VHACF is a 501( c)( 3) and all donations are fully tax deductible within the law.
Also through this affiliation, VHACF has had an opportunity to participate in the Fund for Teachers. Through this program, a teacher or group of teachers in the service area, can annually receive a grant of up to $ 10,000 to study a place or experience. This not only helps the teacher, it brings the learning and excitement back to the classroom for students.
Financial support isn’ t all the organization provides for the community.“ We also partner with Culver’ s and the City of Vadnais Heights to provide a free annual ice cream social in June, and we assist other nonprofits in our area as much as we can,” said Kevin Kelly, VHACF’ s 2026 chairperson.
The organization’ s 2026 priorities will be fundraising and adding additional board members. Most of the organization’ s funding comes from donations and endowment fund investment earnings.
