( Layer of Protection Analysis), SIF( Safety Instrumented Function) allocation, SRS( Safety Requirements Specifications), Proof testing, MOC( Management of Change) and safety audits. The IEC 61508 Functional Safety Standard governs the devices deployed in oil and gas establishments. This standard is implemented by covering the topics of reliability, systemic capability, diagnostics, embedded software, ESD( Emergency Shutdown Valves), actuators and controls, which combined are called the final elements. Together, the two standards present a counter to external threat by adding security and response layers. Early detection, security patrols, clear response procedures, legal coordination, and incident management are vital parts of the combined counter-measures against the external threat.
Future defensive model
The focus is on early and timely detection and triggering of internal safety protocols and analysing consequences and protection layers to mitigate damage. Potential effects on critical facilities functional safety:
• Reconnaissance of high-consequence equipment and response routes,
• Physical damage to exposed field devices, cables, antennas or ESD valve actuators, controls, and accessories,
• Communications disruption affecting security or response workflows between central PLC control room and critical ESD final elements,
Safety Loop Failures
The final element [ valve + actuator + controls ] contribute to 50 % of the failures
Risk Controls Matrix
Translate the threat into requirements, owners and evidence.
Threat Effect Functional-Safety Response Evidence
Exposed field device damage Route separation, shielding, redundancy Updated drawings + field survey
Loss of communications Local trips, fail-safe actions, degraded mode tests SRS + proof-test records
Counter-drone system integration MOC; no unsafe SIS dependency MOC package + cybersecurity review
Valve availability uncertainty Post-event inspection and stroke validation Checklist + maintenance logs
Common-cause event Scenario-based LOPA review LOPA assumptions + audit trail
