IEC 61511 for the critical facilities and IEC 61508 for ESD-Emergency Shutdown Valves & Controls integrity: Time to review and expand scope of the Functional Safety Standards
The“ external threat” and safeguarding the critical oil & gas facilities
As external threats to critical oil and gas infrastructure evolve, traditional functional safety measures must adapt. This article examines how
IEC 61511 and IEC 61508 can help safeguard safety instrumented systems and ESD valve assemblies.

Core thesis
When conflicts and war occur, oil and gas facilities may be at risk of damage, creating both hazardous consequences in the direct environment, and potentially a long-term impact on energy supply regionally or even globally. For the oil and gas industry the IEC( International Electrotechnical Commission) is largely responsible for the guidelines for functional safety of critical establishments, be it a refinery or a petrochemical plant, a storage facility or cross-country pipeline. The existing standards were created to meet the premise that in an emergency, the process must enter a safe state by itself without human intervention. The emergency threat referred to here is“ internal” to the facility, arising from an accident or malfunction of equipment inside the facility. In the current political climate, the need has arisen to revisit the scope of the functional safety standards. IEC 61511 and IEC 61508, duly revised, ensure safety functions will place the process in a safe state, even when security layers are stressed by external threats.
