Upharmacia March 2017 Deputy Minister of Healthcare Pavlo Kovtoniuk explained the features of the package of guaranteed medical services, which the MOH plans to approve. According to Mr. Kovtoniuk, the package could be approved in Sep 2018, only if the Parliament approves the Law on state financial guarantees for the provision of medical services and medicines in 2017. Otherwise, the reform would be postponed to one year or even disrupted. If the package is approved in 2018, its introduction is planned for 2019. The package is to consist of three levels of lists: • “Green list” is services, which are 100% covered by the government. 10 “Red list” includes services, for which the funding from the state budget is not provided. • “Blue list” is a list of non-urgent planned services, the coverage of which is shared between the state and the citizen in accordance with the tariffs and co-payment from the patient, which will be determined annually. The amount of co-payment could be reduced in case of availability of voluntary medical insurance. For citizens, which are not able to use the services of private insurance companies, the government will provide state and local of additional targeted social assistance. • www.upharma-c.com
