enrollment in Government schools is that the private schools are starting enroliment from June 1st onwards, while Government schools open from June 12 th. By the time the Government schools are opened, most of the children are taking admission in private schools. This matter has been examined in detail. It is hereby requested all the Dist. Educational Officers to instruct teachers to do canvassing for admitting into Government schools from june 1 st- onwards.

As per the provisions of RTE Act every child in the age group of 6- 14 years has to be admitted into the school. But it is unfourtunate to note that still lakhs of children are not admitted into school and they are subjected to child labour and such harassment. All the teachers should take this issue very seriously and ensure that all out of school children in his or her areas are immediately admitted into the school. Hence all the admissions in the schools can commence from June 1 st onwords, though the regular school open from June 12 th. The teachers can do pre-school activities like mobilizing the parents and children. He / she should keep the school ready in all aspects for next acadamic year. The school can be kept in on attractive condition by getting the white washing etc. done utilizing the funds available with schools so that children will feel very happy when they actually start going to the school on 12 th June. All the Civil works like construction of additional Class rooms, toilets etc., should be completed before the opening of school. It is a well known fact that lot of preparatory activities like preparing lesson plans. TLM material etc. should be taken up before the Schools reopen. There is also a need to concentrate on transition of children to next higher class. It is observed that if 100 children joined. the school in firstclass only 70-80 children are studying upto VIII class, which should not be the situation. Similarly teachers should conduct parents meeting and emphasize the importance of going to the next higher classes. The teachers should also collect all the 5 plus children data from Anganwadi workers and also those available in the village and conduct parents meet and explein now educating their children in Government schools is useful. All the teachers are requested to work in a competitive manner with private schools and ensure that Government schools are widely accepted by the parents and enrolments Government Schools improves.

All the Project Officers of RVM( SSA) in the state are informed that instructions were issued in the reference read above for opening satellite schools with I and II classes to the identified main schools and position one Vidya Volunteer duly extending the facility of Mid Day Meal, text books, uniforms etc from main school during the year 2012-13 in

Further as per section( 6) of RTE Act regular schooling facility shall be provided to all the habitations within a period of 3 years from the commencement of Act. Hence, No alternative schools / satellite schools are allowed during the academic year 2013-14.

Hence, they are requested to close down all the alternative schools / satellite schools opened if any during the year 2012-13 in their concerned districts by 23 rd April 2013 and not to re-opening of these schools during the academic year 2013-14 They are also requested to enroll the children of these schools in the nearby regular schools / hostels / residential schools. They are further requested to make necessary arrangements for providing transport to the children of these habitations where there are no regular schooling facility and submit compliance report in this regard.

I wish to inform that as per section 19( 1) of the RTE Act, all schools shall fulfill the norms and standards within a period of 3 years from the date of commencement of the Act. Accordingly Government issued orders vide reference cited to effect the rationalization of staff every year before the commencement of academic year.

In view of this, an exercise has been done at state level based on U-DISE data 2012-13 for rationalization of teachers Since teachers are not provided to the Primary Schools having less than 10 children, arrangements have to be made to enroll them in nearby schools residential schools or transport to nearby schools.

The Secondary Grade Teachers posts in High Schools are considered for shifting to needy Primary Schools. The surplus posts so identified are adjusted in the needy schools based on the enrolment so as to utilize the available human resources in a meaningful manner.

Accordingly school wise details of posts to be adjusted is prepared and annexed to this letter. The required guidelines for shifting of posts will be communicated by Commissioner & Director of School Education in due course.

Meanwhile, I request you to get the details verified and inform if there are any discrepancies noticed in the data of sanctioned posts, schools, parallel medium schools etc., by 25 th April, 2013 in the format enclosed.
