Figure 9 shows that the gap in high tariff application rates initially widened from 11.4 percentage points in 2012 to 13.2 percentage points in 2016 ( a year before the Uni Connect programme launched ), before increasing further to 13.9 percentage points by 2020 , then finally widening more substantially to 14.8 percentage points in the 2021 cycle , which was disrupted by the COVID-19 pandemic .
