copper , phenols , ammonia , and visual observation . A total of 279 monthly inner creek sampling events occurred during the reporting period ; nine ( 9 ) illicit discharges were found as a result of this sampling .
III . Wet Weather Monitoring – RWWCP The City monitors wet weather events through a wet weather screening program designed to identify and investigate areas that may contribute excessive concentrations of pollutants to the MS4 , and to establish baseline data on receiving streams . The City ’ s wet weather monitoring efforts are coordinated by the NCTCOG through its RWWCP . Participation in the RWWCP was offered as an option in Part IV . A . 1 of the City ’ s TPDES Phase 1 MS4 permit . NCTCOG provides all RWWCP data to the TCEQ on behalf of the participating entities . The City collects water quality data from NCTCOG quarterly or when published . The third term of the RWWCP spanned 2011-2015 , thus the conclusion of monitoring efforts occurred in 2015 . Monitoring is to resume in FY2018 under new contract with the NCTCOG .
IV . Industrial and High-Risk Monitoring In the IRP , twelve ( 12 ) facilities were identified as having benchmark requirements . Of the twelve facilities , six ( 6 ) facilities submited a copy of their benchmark data to the city of Arlington before the March 31 , 2018 deadline . Three ( 3 ) facilities were non-compliant : all three exceeding benchmark parameters . Two facilities remain on corrective action plans from FY16 ; one facility was placed on a corrective action plan in FY17 ; and one facility was removed from the corrective action plan placed in FY16 by submitting proof of compliance . The following identifies industrial benchmark activities during the IRP .

The City will continue to send notice to all facilities on file with benchmark monitoring requirements to remind them of their reporting requirements to TCEQ and will request that a copy of the report also be sent to the Stormwater Management Division , Environmental Management Group . Those who do not submit the benchmark monitoring data to the City will be asked to provide a hard copy of the data upon annual inspection of their facility to be reviewed and filed with industrial inspections records . Compliance Action Plans are reviewed at annual inspection or by March 31 ( whichiever is later ) to determine if corrective measures were effective .
V . Clean Rivers Program ( CRP ) The CRP program is coordinated through the Trinity River Authority of Texas ( TRA ). CRP sampling is conducted at several predetermined sites on a monthly or quarterly basis . In June 2016 , the City began sampling monthly for E . coli at the eight previously established CRP sites and eventually added four ( 4 ) additional sites for comprehensive watershed sampling . One additional site was added in FY2017 for a total of thirteen ( 13 ) monthly E . coli sampling locations . Quarterly sampling occurs at the eight ( 8 ) previously established CRP sites and includes additional water quality parameters including : pH , dissolved oxygen , specific conductivity , air temperature , sample temperature , surfactants , chlorine , copper , phenols , ammonia , and visual observation . Lab analyses include testing for : Cadmium , Chromium , Copper , Manganese , Nickel , Zinc , Iron , Lead , Chlorophyll , TKN , Nitrate , Nitrite , Orthophosphate , Total Phosphate , Hardness , and E . coli .
