On the part of the Commission on Higher Education ( CHED ), Commissioner Maria Cynthia Rose Banzon Bautista made her talk of instilling quality education in higher education in the country also discussing that government agency ’ s approach to Outcomes-Based Evaluation , Areas of Institutional Assessment and Accreditation and the ASEAN Quality Assurance Framewotk Interconnected Quadrants .
Dr . Mary Lou Arcelo , Chairman , Board of Trustees of John B . Lacson Foundation Maritime University , the first maritime institution in the Philippines and the second in the world to obtain the DNV ( Den Norske Veritas ) rules for maritime academies , made a presentation on MET ’ s present status in the Philippines and the K-12 implementation program . Dr . Arcelo discussed Senior High School ( SHS ) programs whereas she pointed out the existence of a Maritime Track which includes Maritime Pre-Baccalureate and Technical Vocational Maritime . notable developments , particularly in the standards of competence for Operational Level Officers as well as IMO model courses , which includes how these will further aid in enabling maritime instructors adopt to changes in course outlines . Included in his presentation was the international trends in METI ( Maritime Education and Training Institutions ) for higher education purposes whereas incorporated within these are post-graduate courses in maritime-oriented activities and the gradual evolution of such institutes offering these level-up courses from maritime academy to maritime university .
Improved training programs through the use of simulators and other advanced means in Philippine maritime higher education institutes was being promoted by Engr . Felix Oca , President of Philippine Association of Maritime Institutions who equally stressed the need for Outcomes Based education framework in MHEIs and to develop advanced courses for simulator instructors for training and assessment .

Engr . Felix Oca , President of Philippine Association of Maritime Institutions units of BSMarE have been transferred to the SHS . The transition of the educational system into K-12 , stressed Dr . Arcelo , provides an opportunity to enhance and improve on the curriculum to instill greater competence of graduate officers .
All in all , Capt . Eleazar Diaz , Executive Directot of the SCTW Office congratulated the event for being a success , stressing his sincere thanks to all participants for showing interest in the Duterte administration ’ s lead in promoting the competitiveness of Filipino seafarers through innovative programs and applications . “ Together with your help , we can all cope up with new standards in MET . I dare say that we can do that , and even more ,” he graciously summed up .
