SCTW advisory issued by MARINA

ARINA ’ s Standards of Training , Certification and Watchkeeping Office has issued SCTW Advisory No . SCTW 2016-19 that prompts the need for examining and assessing electro-technical officers ( ETOs0 and electro-technical ratings ( ETRs ).
This new advisory is also a modification of SCTW Circular Nos . 2016-13 and 2016-14 for ETOs and ETRs , respectively . The former calls for the mandatory requirements for issuing COCs for ETOs and the latter , for issuing COPs for ETRs which require oral examinations as prerequisite for qualification in the issuance of certificates to be conducted by the Administration .
The Administration is authorized to conduct examinations and assessment to the recognized assessment centres in line with the present ETOs and ETRs that require certification and the full implementation of the SCTW Convention which was amended in 2010 .
Guiding the Examination and Assessment Division of STCW Office in handling seafarers seeking for circulars under this advisory is the Quality Standards System .
A practical assessment to qualify for the issuance of certificates in accordance with regulation III / 6 or III / 7 of the SCTW Convention will be applied to all ETO and ETR with less than 12 months but with no less than six months of seagoing service , respectively . For those with less than six months but no less than three months of approved seafaring service , they will have to undergo a practical assessment under competence section A-III / 6 and section A-III / 7 , respectively ; however , in case of failure by ETC or ETR twice in the practical assessment , they will have to undergo approved ETO and ETR education and training courses to enable them to be issued certificates in accordance with regulations III / 6 and III / 7 of the SCTW convention , respectively .
