Ratings , manning navigation and engine watch requirements set by MARINA

G overnment-run seafarer standards authority MARINA , under the STCWO ( Standards of Training , Certification and Watchkeeping Office ) has issued minimum mandatory requirements for ratings , manning a navigation watch and engine room watch in both manned and unmanned cases .

Known as circular No . 2106-15 , this set of requirements have four-fold objectives , namely :
1 . to prescribe policies , rules and regulations towards recognizing and accrediting assessment centres in the conduct of practical assessment for ratings that form part of Navigational Watch in accordance with Regulation ii / 4 and Ratings as Able Seafarer Deck ( AS-D ) in accordance to Regulation II / 5 under the requirements of the STCW Convention ;
2 . to prescribe policies , rules and regulations for recognizing and accrediting of assessment centres in the conduct of practical assessment for ratings that form part of an Engine-Room Watch ( RFPEW ) in accordance with regulation iii / 4 and ratings as Able Seafarer Engine ( AS-E ) in a manned engine-room or designated to perform duties in a periodically-unmanned engine room in accordance to regulation iii / 5 under the requirements of STCW Convention ;
3 . To streamline requirements , procedures , policies , rules and regulations for recognition and accreditation of all assessment centres and maritime institutions for Ratings Formong Part of Navigational Watch ( RFPNW ), Ratings Forming Part of an Engine-room Watch ( RFPEW ), Ratings as Able Seafarer Deck ( AS-D ), and Ratings as Able Seafarer Engine ( AS-E ); and
4 . To implement the applicable regulation of US Training and Assessment and Regulation i / 8 Quality Standards of the 1978 STCW Convention as amended , on the assessment of competence of RFPNW , RFPEW , AS-D and AS-E .
The Circular covers all Maritime Assessment Centres , Maritime Institutions and other entities applying for recognition and accreditation as assessment centres in the conduct of practical assessment for the issuance of Certification of Proficiency for Ratings under Regulations ii / 4 , ii / 5 , iii / 4 and iii / 5 of the 1978 SCTW Convention as amended .
With these new requirements , MARINA is confident that these will indeed further professionalize thr ranks of Filipino seafarers by keeping them abreast and updated with the latest and most workable solution and applications needed by the most demanding industry standards .
