The New J&K Government
This is the first time BJP will experience Power in Jammu and Kashmir, with the Peoples’
Development Party.
The deal has been sealed after both the sides agreed to focus on governance and welfare of
people instead of raking up contentious issues like repeal of Armed Forces Special Powers Act
and Article 370 of the constitution. Article 370 broadly gives J&K special status, such that all
laws apply, except those pertaining to Communications, Defence, Finance, and Foreign Affairs.

The main stay of this government will be the Common Minimum Programme (CMP). The CMP is a
document that outlines the minimum objectives that a coalition government should meet.

Here are some points that outline the CM between BJP and PDP:
- Armed Forces' Special Powers Act or AFSPA: The coalition government will thoroughly review
security situation in state and decide the extent to which the state needs the various laws
outlined In the AFSPA.
- Article 370: J&K will still have special status granted under article 370.
- Dialogue with Hurriyat Conference: Hurriyat is a group of people who believe in liberating

Kashmir, basis what was decided by the UN. To get a better understanding of what the

- Peace process with Pakistan: The coalition government will be empowered to catalyse peace
talks with Pakistan.
- The government will take measures for sustenance and livelihood of the West Pakistan
(Bangladeshi) refugees.
