No need to translate
this. The guy simply makes
a appraisal between himself and the cops who will
be getting the goods and,
without saying so, declares
it’s unfair. It’s even grossly
unfair to the police themselves since only those in
the higher ranks will be
getting their presidential
bonus. Those who are in

the field, exposed to the
dangers in the war against
drugs, will not get a single
cent.
