Property Development Scheme
T his scheme supersedes , since 2015 , the IRS and RES programmes . Its creation aims to simplify the offer to foreigners by combining the criteria of the two previous programs .
In order to be granted a permit by the EDB , developers who wish to develop such a project must meet the following criteria :
• Property management services must be provided in the project : security , maintenance , etc .
• A social contribution to the surrounding communities should be part of the project , such as the provision of social facilities or any other amenity beneficial to the development and well-being of the population .
• Allow the marketing of premium residential units on a freehold plot of more than 4,000 m2
• The project must consist of a minimum of six residential units
• Qualitative infrastructures that promote social interaction must be included in the project : recreational activities , amenities , etc .
Any foreign buyer investing more than USD 375,000 ( or equivalent in any other convertible currency ) is eligible to obtain a permanent residence permit and tax residency ( subject to conditions ).
To invest in real estate in Mauritius , the investor must submit an application to the Government ( EDB ). His application must be completed with a set of documents proving his identity and solvency .
When acquiring a property in an IRS , RES or IHS program , the registration duty payable to the Government is equal to 5 % of the property ’ s value or USD 70,000 , whichever is the lower .*
