A Call for Your Support in the Upcoming NJSACOP Election
My name is Christopher Winters, and I am honored and excited to be a candidate for the
4th Vice President of the New Jersey State Association of Chiefs of Police
( NJSACOP).
I currently serve as Chief of Police for the Pine Hill Police Department, an accredited agency in Camden County. The
NJSACOP has been a significant resourcee and guiding light throughout my fourteen years as Chief. I am a proud graduate of the NJSACOP West Point Command and Leadership Course
, which was my first experience with the caliber of training and overall expertise gleaned from the most respected state association of Chiefs of Police in the nation. I am also a graduate of the FBI MALEEDS
, the FBI NA( Session 281), and a participating member of both the Eastern Pennsylvaniaa and New Jersey Chapters of the
FBI NAA.
One of the most memorable experiences of my career was as a participant in the NJSACOP Normandy Leadership experience. An equally honorable moment was being named the recipient of the 2021 NJSACOP President’ s Award. These influential moments became a reality through partnership and engagement with the NJSACOP membership. Throughout my tenure, I have strongly supported the Association throughh advocacy and support for Chiefs of Police acrosss the State. I have the privilege of representing the NJSACOP on several state committees, including the NJ OAG Statewide Mental Health Working Group Steering
Committee( Chair of the Best Practices Sub-committee), NJ AOC
Mental Health Advisory Committee, and as a Commissioner on the Law Enforcement Accreditation Commission.
At the County levell, I have been actively involved with the Camden County Association of
Chiefs of Police, starting my service with the Executive Board in 2013, ultimately serving as President in
2016, and returning to the Board of Officers in 2020. My continued involvement culminated in serving as President for a second term in 2024( the first two-term
President in the 58-year history of
CCACOP). Since 2013, I have served as County Mutual Aid Coordinator, working with Chiefs across the county and state to help ensure they had every necessary support to accomplish the task at hand. In addition, I believe my current role as Chair of the Camden
County Police Academy Advisory Board, and Camden County
Mental Health
/ Special Needs Working Group and co-chair of the Juvenile Diversion Alternatives Initiative( JDAI), are valuable in achieving the mission of the Association
. My current appointment to the County Mental Health Board and Addiction Awareness Task Force, and former commander of a regional Special Response Team will also be of significant value. As an advocate of the Association, I will continue to promote and enhance the highest ethical and professional standards in law enforcement at all levels throughout New Jersey.
When I first took on the responsibility of Chief, I relied heavily on advice from experienced colleagues. Now, I make it a point to mentor newer Chiefs, sharing my successes and failures. This type of reciprocal relationship builds trust and ensures every Chief, regardless of the agency size or nature of the community they serve, benefits from the wealth of shared experiences.
Throughout this journey, I have met many of you for the first time. In doing so, this candidacy allowed me to develop, build, and enhance relationships. Moving forward, I am confident these relationships will lead to future collaboration and long-lasting partnerships. One of the most important messages I hope to relay is my word to always answer or return your call as soon as possible and my commitment to be a partner to chiefs throughout the state. It is a responsibility we have to each other as members of the NJSACOP.
I am honored and privileged to be a candidate for this position and willing to be an advocate and voice for law enforcement across the state. At the June NJSACOP State
Chiefs Briefing, I humbly ask for your support and vote for the 4th Vice President position. If elected, I will represent all of you in my efforts to continue promoting and upholding the highest ethical and professional standards in advancing the mission of the NJSACOP.
