Chief Harkins is a graduate of the 247 th Session of the F.B.I. National Academy in 2011. While rising through the ranks he has served as a Field Training Officer; member of the Gloucester Township Narcotics Unit; Task Force Officer with the New Jersey State Police Narcotics/Organized Crime Bureau; Gloucester Township Operations Officer for the Office of Emergency Management; and was a member of the Gloucester Township Special Response Team, rising to the position of Team Commander. Chatham Township Police Chief Thomas Miller has been on the force for twenty one (21) years and was promoted to Chief in 2018. He was previously certified as a Command Executive while holding the rank of Lieutenant. Chief Miller received his Associate’s Degree in Criminal Justice from the County College of Morris in 1993; his Bachelor’s Degree in Law and Justice from Rowan University in 1995; and his Master’s Degree in Administrative Science from Fairleigh Dickinson University in 2012. He is a graduate of the 16 th Session of the Police Executive Institute through the New Jersey State Association of Chiefs of Police; the F.B.I. Law Enforcement Executive Development Program; and the New Jersey State Association of Chiefs of Police Command and Leadership Program. He has received numerous awards and citations during his career. Chief Miller is the past Accreditation Manager for the Chatham Township Police Department. He is a former defensive tactics, PR-24, and expandable baton instructor. Chief Miller previously served as a member of the Morris County Prosecutor’s Office Narcotics Task Force and lead the Chatham Township Office of Emergency Management. City of Bayonne Deputy Police Chief Walter Rogers has served for twenty six (26) years. He was previously certified as a Command Executive in 2015. Since his initial certification he has attended Penn State University’s Police Executive Development Program; Strategic Management through the 21 st Century taught by the Southern Police Institute of the Department of Justice at the University of Louisville; and the 24 th Session of the F.B.I.’s Law Enforcement Executive Development Program. This is the initial certification for Gloucester Township Deputy Police Chief Anthony Minosse; Gloucester Township Police Captain Brian McKendry; Bridgewater Township Police Captain Paul Payne; and Borough of Rutherford Police Lieutenant Sean Farrell. Deputy Chief Anthony Michael Minosse is a twenty five year veteran of the Gloucester Township Police and was promoted to Deputy Chief by Chief Harkins in October 2019. Deputy Chief Minosse received his Bachelor’s Degree from Rowan College in 1995. He previously served as the Operations Captain. Deputy Chief Minosse has served as a Field Training Officer. In 1999 he was selected to the Gloucester Township Special Response Team and in 2010 was appointed Team Commander. He holds numerous instructor certifications and teaches various curses at the Camden County Police Academy.
