2020 NJSACOP ACE Certification Program Update
ACE (Accredited Chief/Command Executive) Certification Program Awards
The New Jersey State Association of Chiefs of Police awarded certification status to
seven (7) deserving police executives at the February 6 th State Meeting for Chiefs.
Certification Status lasts for three years. At the end of that period, Command Executives
and Chiefs of Police must show they have maintained the training and leadership
standards since their initial award of certification. Achieving Command Executives join
a select group, only thirty three percent (33%) of state police chiefs are certified; and
only twenty nine percent (29%) of municipalities have certified command executives.
Each applicant below recently underwent peer reviews conducted by the NJSACOP
Accredited Chief/Command Executive (ACE) Program and has successfully earned the
following designations:

Gloucester Township Police Chief David J. Harkins is a twenty five (25) year veteran of
the police force. He was previously certified as a Command Executive in 2017 while
holding the rank of Deputy Chief. He was promoted to Chief in 2019. Chief Harkins
received his Bachelor’s Degree in Political Science from Rutgers University in Camden
in 1994; and a Master’s Degree in Human Resources from Seton Hall University in 2015.
He is the recipient of numerous awards and citations during the course of his career;
among these the Gloucester Township Police Officer of the year in 2001, the Camden
County Gallagher Award in 2007 for providing outstanding instruction to recruits at the
police academy, and a Unit Citation from the Pennsylvania Narcotics Association.
