consultants, researchers and industry players. The
workshops played a pertinent role in developing
OSH specifications and schedule of prices in the
guideline. The quantitative data was analysed
using statistical analysis both descriptive and
inferential such as log-linear analysis and structural
equation model analysis. The qualitative data was
then treated using text analysis. From the data
analysis, it was hoped that evidential reasoning for
any deficiencies across the procurement process
would be identified and their structure would be
described. Product development is concerned with
the proposals in the guideline and the detailed
requirements of OSH elements in preparing the
Tender Document that aligns with the requirement
of JKR and construction at large. The final output
was Guidelines for OSH Specifications and
Schedule of Prices.
The document was circulated to industry
players who responded with positive feedback.
Furthermore, the document has also been
presented in the awareness seminars and
training to expose the industry players, especially
contractors and developers, to the importance
of OSH in construction. Figure 3 shows the
methodology process in developing the guideline.

Framework
The guideline consists of two sections namely OSH
specifications and OSH schedule of prices. The
guideline provides the basic guide for contractor
to consider the OSH components and elements of
cost to be included.
OSH Specifications
The specifications act as a template by
incorporating OSH within a tender document. The
OSH specifications can be incorporated as an
addendum specification, wherever the standard
specification is used. The user may use the whole
or certain parts of the clauses in the specification
depending on the requirement. Furthermore it
could be used as a cross-reference while creating
the schedule of prices.
