the health and safety requirements in the contract
document for the nation. Such requirements may
provide comprehensive guidelines and evidential
analysis for any accident taking place on site. This
may help anyone involved during construction to
take any action in order to eliminate, avoid and
reduce potential deficiencies leading to increased
risk of accident.
Current evidential analysis of accident
causation only measures faults on site or at
the production level. Accident investigation
tools reviewed by Suraji and Duff (2000) such
as Failure Modes and Effects Analysis (FMEA),
Fault Tree Analysis (FTA) and others are limited
only to determining deficient factors existing in
downstream parts of project implementation rather
than upstream parts. In fact, many underlying
factors leading to accidents may exist far away
from production level (Groeneweeg, 1994; Reason,
1997).
OBJECTIVE OF OSH GUIDELINE
The objectives of the OSH guideline is as follows;
a. To analyse the contents of current
Contract Document, Bill of Quantities
and Tender Document with regard to OSH
dimensions;
b. To determine the actual cost of OSH
practices in the entire construction
value chain and in various categories of
a project and look at current practice in
pricing OSH requirements;
c. To propose guidelines and detail
requirements of OSH elements for the
inclusion of OSH components in planning
and preparation of Tender Documents
that align with the requirements of JKR
and construction at large; and
d. To produce mock-up Contract Documents,
BQ and Tender Documents with OSH
elements that can be used as references
in the construction industry.

DEVELOPMENT PROCESS
The guideline was developed through a lengthy
process of Working Group Discussion (WGD) in a
series of workshops. The workshops were attended
by various organisations such as Public Works
