requirement for signs in the M1
zoning district, and relief from a
section of the town’s sign ordi-
nance that prohibits any outdoor,
off-site commercial advertising
sign in the M1 zoning district.
According to attorney Brian
Howell, who accompanied Parise
during the meeting, said the pro-
posed digital sign will replace an
existing monument sign that has
been on the property for about 17
years and contains a marquee sign
that has to be manually updated to
display its message.
“The church feels that it’s ap-
propriate and necessary and help-
ful to the community to have that
electronic sign there now,” How-
ell said.
The 36-square-foot sign will
feature an electronic message cen-
ter (eMC) LeD display that will
depict changing messages from
the church. in addition to the free-
standing monument sign, there is
also a 50-square-foot façade on
the front of the church, whose di-
mensions conform to the ordi-
nance, according to professional
planner robert Scott Smith, who
also accompanied Parise during
the application hearing.
Smith indicated that the eMC
on the proposed sign could be pro-
hibited by a section of the town’s
zoning ordinance that mentioned
“animated, flashing, or illusionary
signs and signs using mechanical
or electrical devices to revolve,
flash or display movement or the
illusion of movement.” To prevent
any potential nonconformity,
Smith said the monument sign’s
eMC will only depict static text
and images and will use a dissolve
fade animation every 20 to 30 sec-
onds to transition from one mes-
sage to the next, which he said
will reduce a bright flash of LeD
light that can be disruptive to
nearby residents or motorists who
are driving by the church at night.
“The applicant is still seeking a
variance for that sign, and i think
that’s the correct thing to do be-
cause no matter how you look at
it, as the message changes, there
is going to be some kind of move-
ment, some kind of animation,
some kind of change in the sign,”

After all testimony was pro-
vided and all approval conditions
were negotiated, board solicitor
James Schroeder recommended
the board make a motion to ap-
prove the bulk variance and per-
mit the new sign. The motion was
made by board member raymond
Scipione, seconded by board
member Dr. Michael Hozik and
passed unanimously.
Prior to the variance being
passed, Howell attested to the pos-
itive criteria of permitting Victory
Bible Church to construct the pro-
posed sign.
“These guys are a valuable asset
to the community. They’ve grown
beyond all expectations. They
provide valuable resources both to
their congregation and to the com-
munity and look forward to even
more in the future. As the testi-
mony indicates, they’re open to
being a partner with the commu-
nity in times of need. So, we
would ask you fair consideration
and approving the variance as re-
quested,” Howell said.
