Hammonton was one of Obropta ’ s pilot towns for his Green Infrastructure Feasibility Study , which he said has been approved by the New Jersey Department of Environmental Protection . Obropta said that once greater than 10 percent of an area ’ s surface is impervious , the surrounding waterways begin to be negatively affected . Obropta also noted that local areas such as the Great Swamp Ranch Watershed and the Hammonton Creek Watershed have 7.7 and 9.5 percent impervious cover respectively . Obropta highlighted ten locations around Hammonton where green infrastructure could be implemented in his report , which is designed to help with storm water reduction . Obropta said this in an important measure to take , especially with severe weather seemingly becoming worse over the years .
“ What we ’ re trying to do is we ’ re trying to figure out how can we look it over and decide , so that when we get two , three inches of rain up to an hour , that we can actually handle that and we don ’ t have to flood out the roads and people can get to where they need to go ,” Obropta said .
Wilson said if the town was interested in such infrastructure , it would be the responsibility of New Jersey Future to engineer and plan the infrastructure , as long as the town ’ s professionals can come forward and review the projects periodically .
“ It would be on our dime — New Jersey Future ’ s — to do the detail work . We just want to know that you ’ re interested in that work happening and that you ’ re OK with your professionals coming back to review it ,” Wilson said .
Hammonton Public Works Manager / Business Administrator Jerome Barberio said the committee will discuss the initiative further and remain in contact .
In other news , Barberio reported that the roadway replacement on 14th street was a success .
“ Everything looks great . They did an excellent job . A man that owns a couple of properties there had some complaints about the driveways , but since then , that has all been repaired and taken care of ,” Barberio said .
Barberio also said he met with officials for PennSTAR , a company the town has been negotiating with about leasing a helicopter hangar at the Hammonton Municipal Airport . Barberio said he received an email from the committee ’ s environmental consultant requesting for the airport property to be de-restricted so a tree project can be performed at the airport , which was approved .
The town received approval from the soil conservation district for the Hammonton bike path extension project . The committee will attempt to apply for state aid for the funding of the bike path on the grounds that the property falls under the scope of the New Jersey Transportation Alternatives Program ( TAP ), which focuses on identifying and funding certain projects that could potentially be beneficial to schools , according to Barberio .
However , Barberio said the town ’ s sidewalk replacement project on North Street has already been submitted for TAP funding and only one project per town can be funded by TAP .

An update was given on the remaining manual and remote water meter reading devices that need to be replaced throughout town . Councilman / Chairman of the Water and Sewer Committee Steven Furgione estimates that between 75 and 80 meters have been replaced this year , with about seven remaining , not including foreclosed homes .
Barberio said two certified letters had been sent to the remaining properties and that after the third letter , the meters will be replaced via creating a meter pit , an expense the committee does not want to have to incur .
Barberio told the committee he attended a meeting where 1,200 future water meters were laid out for future replacement . Mayor Stephen DiDonato proposed a strategy to set aside approximately 250 meters , which cost $ 85 to replace , for replacement a year in order to budget for them more easily .
“ Why don ’ t we try to — in next year ’ s budget , try to — put like 250 of them in a year , try to do it over a five-year period and make some noise … Put $ 70,000 a year in the budget ,” DiDonato said .
Also during the meeting , it was reported that an outside welding vendor would be contracted to perform repairs to the packing unit
