FLOOD , from Page 1 federal emergency Management Agency ( feMA ). The ordinance lists the following word usages and definitions that will be added to Chapter 147 , Section 3 ( B ):
Floodplain Management Regulations — zoning ordinances , subdivision regulations , building codes , health regulations , special purpose ordinances ( such as a floodplain ordinance , grading ordinance and erosion control ordinance ) and other applications of police power . This term describes such state or local regulations , in any combination thereof , which provide standards for the purpose of flood damage prevention and reduction .
Historic Structures — Any structure that is listed individually in the National register of Historic Places ( a listing maintained by the United States Department of interior ), or preliminarily determined by the Secretary of the interior as meeting the requirements for individual listing on the National register ; certified or preliminarily determined by the Secretary of the interior as contributing to the historical significance of a registered historic district or a district preliminarily determined by the secretary to qualify as a registered historic district ; individually listed on a state inventory of historic places in states with historic preservation programs that have been approved by the Secretary of the interior ; or individually listed on a local inventory of historic places and communities with historic preservation programs that have been certified , either by an approved state program as determined by the Secretary of interior or directly by the Secretary of the interior in states without approved programs .
New Manufactured Home Park or Subdivision — A manufactured home park or subdivision for which the construction of facilities for servicing the lots on which the manufactured homes are to be affixed is completed on or after the effective date of the floodplain management regulations adopted by the municipality .

structure whereby the cost of restoring the structure to its condition before damage would equal or exceed 50 percent of the market value of the structure before the damage occurred .
The ordinance also amended the following definitions that are currently listed in Chapter 147 , Section 3 ( B ): Area of Shallow Flooding — Such flooding in these areas is now characterized by ponding or sheet flow .
The term “ flood insurance rate Map ( firM )” was changed in the ordinance to “ Digital flood insurance rate Map ( DfirM )” with the definition remaining the same .
New Construction — These structures , for which the start of construction commenced on or after the effective date of the town adopting floodplain regulation , now includes any subsequent improvements . Start of Construction — for a substantial improvement , the actual start of construction means the first alteration of any wall , ceiling , floor or other structural part of a building , whether or not that alteration affects the external dimensions of the building . in Chapter 147 , Section 17 ( D ) of the ordinance , the fourth standard for subdivision proposals has been changed to now require base flood elevation data to provide for such proposals and other proposed new development that contains at least 50 lots or five acres ( whichever is less ).
Lastly , a new section , 18 ( C ), was added to Chapter 147 of the town ’ s general ordinances , which states the following :
“ in all areas of special flood hazard in which base flood elevation data has been provided and no floodway has been designated , the accumulative effect of any proposed development , when combined with all other existing and anticipated development , shall not increase the water surface elevation of the base flood more than two-tenths ( 0.2 ) of a flood at any point .”
A motion to approve the first reading of Ordinance No . 040- 2018 was made by Councilman Joseph Giralo , seconded by Councilman Thomas Gribbin and passed unanimously . in other business , council unanimously voted to adopt a resolution ( No . 123-2018 ) that will authorize the Office of Compliant Administration ( OCA ) to establish a health reimbursement plan , which will be effective retroactive to September 1 .
