town received three engineers’
quotes for this study. The low bid-
der was town engineering firm
Adams, Rehmann and Heggan As-
sociates ($2,250).
Malinsky said the Phase I as-
sessment is not invasive, but due
to the history of the property’s use
as a laundry cleaners, he expects
the assessment to lead to a Phase
II assessment, which is more inva-
sive and is projected to cost be-
tween $8,000 and $10,000.
Malinsky recommended that the
town get an appraisal on the prop-
erty and make the owner an offer
on a contract before doing any as-
sessments.
“We’re doing any future buyer’s
job for him by doing a Phase I and
Phase II that he’s going to want a
copy of as the seller. And then, if
he decides not to sell to us, any fu-
ture owner could say, ‘Hey look, I
got Phase I on this place, so you
don’t have to go through any of
that,’” Malinsky said.

Jerome Barberio said if purchased
by the town, the building would
likely be torn down to create extra
parking for the police department.
In other business, Barberio said
there has been a discrepancy be-
tween the town and South Jersey
Gas regarding roadway opening
fees.
“[We] have been going back
and forth ... Found a bunch of stuff
in the plans that’s of issue. We
need to get it resolved before we
do the paving because a small por-
tion of what they were doing im-
pacts the Line Street/Lincoln
Street paving that we’re doing,” he
said.
He added that he hopes to have
the issue resolved soon, but that
South Jersey Gas has not been
easy to reach.
It was also reported that the
town received a quote for a vac-
uum truck and its operator that
will inspect the fuel tanks at the
Hammonton Municipal Airport.
Malinsky has been in contact with
parties responsible for draining the
fuel tanks, who will notify the
town once they are drained. In-
spection on the tanks will begin
