Council hears from Vettese about airport fire suppression system

design consultant. We met with a
couple of contractors on-site, so
what we’re doing is picking a dif-
ferent location for the front bay
for that particular hangar rather
than the middle part of that build-
ing. The contractor opened up that
section just to see what was in
there; there were no structural
wiring in that section for wind-
load, but there were some struc-
tural members that we need to re-
locate,” Vettese said.
According to Vettese, ARH had
to draft revised plans associated
with the location of the doorway
and other structural issues.
There were several proposals
requested by the town.
The first was for ARH to con-
duct onsite meetings and investi-
gations, as well as complete
revised plans. The cost of the pro-
posal is $2,200.
“We also had Ron Sirolli, who
is a building contractor, who will
do a couple different things out on
site,” Vettese said.
These include the relocation of
the access door and all of the as-
sociated repairs, in the amount of
$3,350.50. Work will also need to
be done on the downspouts on the
building, in the amount of
$966.50. Additionally, drywall
work and window installation will
cost $1,250.50, which makes the
total cost for Ron Sirolli Construc-
tion Company to be $5,567.50.
Vettese said that more work also
needed to be done by Scrapple
Brothers Construction.
“Scrapple Brothers, you’ll re-
member, did the foundation work
for the original location ... when
we had to make a change in the
doorway, rather than running par-
allel to the building, it’s now run-
ning perpendicular to the building,
so we’re required to duplicate
those foundations outside at right
angles to where they were to
begin with,” Vettese.
That work, Vettese said, is in the
amount of $3,650.
Vettese also said that Precision-
Tech LLC will be fabricating the
steel for the stairway, as well as
readjustment for structural steel
members in the front bay of the
building.

“Basically we’re going to do
some work on the second floor,
plus that extends down to some of
the structural members on the first
floor,” Vettese said.
Vettese noted that there was not
yet a firm price for the work, but
the town was presented with an
estimate of $6,000.
The total potential cost for these
changes is $17,417.50.
Councilman Sam Rodio made a
motion to approve the changes,
and noted that the funds would ul-
timately be reimbursed to the
town.
“Just to note, this will all be re-
imbursed by hopefully a rental of
the next 10 years by the state po-
lice,” Rodio said.
The motion was approved.
Council also entertained discus-
sion regarding Resolution #39-
2020, adopting the Neighborhood
Preservation Program Strategic
Implementation Plan.
That plan is a provision of a
Neighborhood Preservation Pro-
gram (NPP) grant through the
New Jersey Department of Com-
munity Affairs (NJDCA) that
Hammonton was awarded on July
29, 2019 in the amount of
$125,000 and is extendable for up
to five years.
According to the resolution,
“the NJDCA requires that a
Strategic Implementation Plan be
prepared which delineates the ac-
tivities of the NPP program and
describes the manner in which the
grant funds will be expended. The
plan covers a five-year period and
must be submitted to the NJDCA
for review and approval prior to
program implementation ... said
plan has been completed pursuant
with the required community
input and other related state man-
dates.”
Mayor Stephen DiDonato later
spoke with The Gazette to explain
the NPP grant further.
“It’s a Hammonton grant. The
first year, that’s the guidance that
they’re submitting, to use that first
year’s money for those type of
things. They’re working on the
Eagle Theatre, and the building on
the corner of Vine and Second
Streets, and they’re doing renova-
tions,” DiDonato later told The
Gazette.
Specifically, the Strategic Im-
plementation Plan notes that
“Eagle Theatre & Actor House
Façade, Creative Placemaking
Project and Festival & Event Stor-
age Area in an underserved low
and moderate income neighbor-
hood where access to affordable
arts, culture and entertainment op-
tions are extremely limited.
Nearly all the funds will be used
on public benefit aspects ... it is
anticipated that local construction
jobs will be created. Future jobs
