I attended the Coshocton Town Meeting held by our County Justice Center Committee on Sept . 23 . I have realized for a long time that we have a serious need of a new jail , and I learned that night that this is a prime time , financially , to build a new justice center .
As a child my father was one of two deputy sheriffs . At that time we had a city police force , and the sheriff ’ s office was an old house at the same location of our present jail . I remember the “ new jail ” being built over 50 years ago . Over the years the police department was dissolved , and the sheriff ’ s office now covers the whole county .
The one lasting memory I have of visiting the sheriff ’ s office as a child was when our Girl Scout troop visited , and we got

to see the cell where a woman would be jailed . At this time this rarely happened , so a woman was on call to come in to supervise the care of the jailed woman . Now the number of women incarcerated has grown , and numbers could be over 15 for a day .
As I listened to the committee members — Sheriff Crawford , Judge Batchelor , prosecuting attorney Jason Given , jail administrator Chip Udischas , Port Authority executive director Tiffany Swigert and the county commissioners — I was tremendously impressed on how much work they have done to ready our county to take on this project financially , and they have worked out a plan to build and maintain the new justice center in a most costeffective way .
By going the route of using sales tax to fund the project , our local $ 50-million-plus tourist economy will help with funding , along with pursuing available grant funds . When the building is paid for , the increase in sales tax will drop off .
The plan for the new justice center allows for 126 beds , four male housing units and two female housing units . It ’ s difficult to believe that right now a person jailed for not paying his child support or other nonviolent offense may be housed by a murderer . The new justice center will allow for minimum , medium and maximum security .
Another impressive aspect that , again , is an important financial concern to citizens is only four more deputies would need to be added to the staff , due to the efficiency of the design of the justice center , which will be built to today ’ s standards .
