FREE CERT TRAINING
IN CHARBONNEAU
Community-based
trainings for basic
emergency response skills

This November, the CCC Emer-
gency Preparedness and Public
Safety Committee, in collabora-
tion with North Marion CERT, is
offering a free Community Emer-
gency Response Training (CERT)
Basic Course to anyone interest-
ed in learning about proper re-
sponse in emergencies.
CERT is a training program de-
signed by FEMA to train people in
basic emergency response skills.
These skills can be useful in natu-
ral or man-made disasters, but the
course also teaches basic skills that
come in handy at home for family
and personal safety and to help
friends and neighbors in case of
medical, fire, or other emergencies.
The CERT concept was devel-
oped by the Los Angeles Fire De-
partment in 1985, and showed its
utility in the 1987 Whittier Narrows
earthquake when the ability of ci-
vilians to meet their immediate
needs proved to be key to resilience
during and after a disaster. Course
materials have been developed
by FEMA as best practices for com-
munity emergency preparedness
training.
The course will be taught at the
Charbonneau Clubhouse Card
Room on consecutive weekends:
Friday, Nov. 15, 6-9 p.m., Saturday,
Nov. 16, 9 a.m.-4 p.m. then on
Friday, Nov. 22, 6-9 p.m. and Satur-
day, Nov. 23, 9 a.m.-4 p.m. The basic
training covers nine units that in-
clude both classroom and hands-on
training in the following areas:
Disaster Preparedness: Addresses
hazards specific to the community.
Materials cover actions that partici-
pants and their families take before,
during and after a disaster as well as
an overview of CERT and local laws
governing volunteers.
Fire Suppression: Covers fire chemis-
try, hazardous materials, fire hazards
and fire suppression strategies. How-
ever, the thrust of this session is the
safe use of fire extinguishers, control-
ling utilities and extinguishing a
small fire.
Medical Operations Part 1: Participants
practice diagnosing and treating air-
way obstruction, bleeding and shock
by using simple triage and rapid treat-
ment techniques.
Medical Operations Part 2: Covers
evaluating patients by doing a head
to toe assessment, establishing a
medical treatment area and perform-
ing first aid.
Light Search and Rescue Operations:
Participants learn about search and
rescue planning, size-up, search tech-
niques, rescue techniques and rescu-
er safety.
Psychology and Team Organization: Cov-
ers signs and symptoms that might
be experienced by the disaster victim
and workers, and addresses CERT
organization and management
The Emergency Preparedness
committee encourages residents to
take advantage of this opportunity
to improve their own resilience in
emergencies. Trained CERT volun-
teers will add another layer of
preparation to our community’s
emergency plans!
