While it’s difficult to repre- sent the opinion of every Charbonneau resident, the CAC is definitely interested in what you have to say. For example, what do you think about the runway extension and overall airport expansion being proposed by business interests at the Aurora Airport? Would this be good for Charbonneau, or not? Or maybe you don’t have an opin- ion about what happens. How much time and effort should be spent attempting to keep jets from taking off directly over Charbonneau? What do you think about the pres- ervation of farmland just south of Charbonneau? While not a hot issue right now, it has been in the past and could surface again. And what do you think about an extra lane on I-5 south from the Wilsonville onramp to the Canby exit? Maybe this is a “no brain- er,” but we don’t want to assume too much. It has flown in the face of Oregon land use laws, and purposefully left out of the process have been the citizens and those municipalities most impacted by the proposed expansion. Most of the opponents are not against aviation or against the Aurora Airport. What they are against is unjustified expansion that benefits a few developers and aircraft owners at the expense of the majority, and takes away farmland and sets negative precedents for the future. We believe that the Aurora Airport should remain a general aviation airport much like it is, with the related heavy- lift helicopter companies, aviation- related industries. Back then, in 2011, which was after almost two years of public process, an advisory panel recommended a Master Plan that did not include lengthening the runway. Shortly thereafter, the Oregon Department of Aviation (ODA) made the same recommendation to the Oregon Aviation Board — the body that oversees the work of the ODA — no lengthening of the runway. In spite of those recommendations, the Aviation Board decided in favor of a 1,000-foot runway extension, thus opening the airport to the potential of more and larger jets. At the time, the projected cost for such an extension was $7 million. That projection somehow grew to $33 million in a recent grant request to the Federal Aviation Administration. That request to the FAA, approved by the Legislative Emergency Board in December despite considerable opposition from citizens from the areas near the airport, now appears to be dead. That’s because the ODA needed to be able to cite an updated and formally approved Master Plan. Research undertaken by legal counsel hired by the Friends of French Prairie has been able to confirm that neither exists. So for the time being at least, it appears that no federal funding for extending the runway and expanding the airport will be forthcoming. Nevertheless, Charbonneau residents and others insisting on a genuine, open public process must remain vigilant.
