From rumor to reality
Patio cover and
agreement to
utilize CCC
facilities
The CGC has
operated at a
severe
BROUILLETTE disadvantage in
attracting
additional revenue events. While
there is a ready market for these
events and increased revenue
opportunities, we did not have
adequate facilities.
The Charbonneau Country Club
(CCC) clubhouse was not available
to CGC for outside functions.
In an effort to work with the
Charbonneau community, the CGC
and the CCC entered into a mutually
beneficial agreement that allows the
CGC to utilize the indoor facilities
and external patio of the CCC for a
30-year period at no additional cost.
Revenue gained by the CGC will be
solely for the CGC. The CGC agreed
to fully fund an architecturally
designed patio cover, including new
footings, concrete work, electrical
work, relocation of the existing
outdoor grill/kitchen, and meet new
building standards imposed by the
city of Wilsonville. This patio cover
will substantially improve a rarely
used community asset.
The architectural design will be a
major upgrade to all the facilities.
The cost for the patio cover and
annual loss to a break-even position,
community support of the golf
course, if needed, can only come
from the CCC. Issues about
combining a for-profit operation
(CGC) with a nonprofit entity (CCC)
have been examined by accountants
for both parties and resolved. Many
issues remain including structure of
a combination, valuation of the CGC
for shareholders, and capitalization
of the golf course for future
operations. An outside firm, The
Cogence Group, has been retained
by the CGC’s legal counsel to value
the business and individual shares.
This valuation is expected to be
completed by the end of November
2019.
As discussions and potential
negotiations on a merger progress,
the board will communicate with the
shareholders.
remodel will be $530,000. This
amounts to approximately, $18,000
per year when spread over the
30-year agreement with the CCC.
Both the CGC board and OB
Sports are confident that the new
revenue to CGC from outside events
will more than cover the costs of the
patio over the life of the agreement.
Construction is expected to be
started in November 2019 with
completion by April 2020.
CGC/CCC merger discussions
In September 2019, the CGC Board
formally approved a non-binding
letter of agreement with the CCC
Board of Directors to examine and
discuss a merger of the two entities.

course is an integral part of the
community and its largest single

The Emergency Preparedness/
Public Safety committee in Charbon-
neau recently received a query from
a concerned resident about people
walking in the early hours without
wearing light colored clothing or us-
ing reflective materials. Walking is a
great way to exercise and our com-
munity certainly provides a wonder-
ful venue for it! That said, all of us
pedestrians need to know how to
protect ourselves when walking, and
learn how to prevent pedestrian in-
juries.
The National Highway Traffic Safety
Administration shares these 10 tips for
walking safely:
■ Be predictable. Follow the rules of
the road and obey signs and signals.
■ Walk on sidewalks whenever
they are available.
■ If there is no sidewalk, walk fac-
ing traffic and as far from traffic as
possible.
■ Keep alert at all times; don’t be
distracted by electronic devices that
take your eyes (and ears) off the road.
■ Whenever possible, cross streets
at crosswalks or intersections, where
drivers expect pedestrians. Look for
cars in all directions, including those
turning left or right.
■ If a crosswalk or intersection is
not available, locate a well-lit area
where you have the best view of traf-
fic. Wait for a gap in traffic that allows
enough time to cross safely; continue
watching for traffic as you cross.
■ Never assume a driver sees you.
Make eye contact with drivers as they
approach to make sure you are seen.
■ Be visible at all times. Wear
bright clothing during the day, and
wear reflective materials or use a
flashlight at night.
■ Watch for cars entering or exiting
driveways, or backing up in parking
lots.
■ Avoid alcohol and drugs when
walking; they impair your abilities
and your judgment.
