Children in Georgia , and elsewhere , have suffered mentally , socially , and academically by not being able to attend school in person due to the pandemic . The two hardest-hit groups of children have been , children in low-income families and children with special needs , as defined in 20 U . S . C . ยง 1400 et seq . Can the courts do anything to ameliorate the hardship faced by these children ?
