ability

Accordingly,
the
stakeholders
and
third
parties
prioritize
satisfying
quarrelling
parties,
rather
than
the
sustainable
management
of
the
resource.
However,
in
various
cases
in
this
research
and
other
sources,
groundwater
and
surface
water
users
in
the
agricultural
domain
were
able
to
establish
news
rules
to
adjust
to
different
requirements
of
the
situation.
The

this
adaptive
capacity.
