End Time: 3:45 pm School Nutrition SCE - Community Eligibility Provision: General Information and Implementation Update Room: Presenter(s): 351D Ashley Behnke | TEA This presentation will cover general information about the new Community Eligibility Provision (CEP). It will include the CEP’s potential impact on SCE allotment calculations, the data used to calculate SCE Enrollment, and an implementation update. CEP is a new school nutrition provision that is being implemented in the 2014-2015 school year. It allows local education agencies to provide free meals to all students on CEP campuses. Calls for tax relief seem to be distracting the legislature from its constitutional duties with respect to public education. This presentation will examine the need for funding reform, the positions of policymakers, and the prospects for various outcomes. Room: Presenter(s): 350B Ashlee Martin | Maxwell Locke & Ritter The session will give an overview of the new and recently issued GASB pronouncements, how they might affect Texas school districts, and when they become effective. The session will dive into the details of GASB 68, which becomes effective for fiscal years ending 2015, and how GASB 68 will affect the financial statements of school districts. In addition to a discussion of the recently issued GASB pronouncements, this session will detail the new OMB grant reform rules - when they become effective and how the changes will impact single audits of federal awards. End Time: 10:00 am Truth-in-Taxation Room: Presenter(s): 342B Debbie Wheeler, | Perdue, Brandon, Fielder, Collins and Mott, LLP Truth-in-Taxation (TNT) is a concept embodied in the Texas Constitution and the Tax Code that requires local taxing units to make taxpayers aware of tax rate proposals and to afford taxpayers the opportunity to roll back or limit tax increases. Taxing units must comply with TNT requirements when holding public hearings, considering budgets and setting rates to impose property taxes, but not all aspects of TNT laws apply to every type of taxing unit.
