PINAGTUTUUNAN ng pansin ng Pamahalaang
Panlalawigan ng Batangas ang iba’t-ibang mga proyekto
patungkol sa ekonomiya, kalusugan, imprastraktura
at transportasyon kaya naman patuloy ang mga
pagpupulong para sa ikauunlad ng lalawigan.
Kaugnay nito, ginanap ang 3rd Quarter
Provincial Development Council Meeting na
pinangunahan ng Provincial Planning and Development
Office, na pinangangasiwaan ni Benjamin I. Bausas,
noong ika-20 ng Septyembre sa Provincial Budget
Office Conference Room, Capitol Site, Batangas City.
Ang Quarterly meeting ay ginawa upang
i-update ang Provincial Development Investment
Program (PDIP) 2017-2022, alinsunod sa patakaran ng
PDIP.
Gumanap bilang presiding officer si Provincial
Administrator Levi Dimaunahan upang matugunan
ang iba’t-ibang issue kabilang ang tungkol sa Annual
Investment Program (AIP 2019), pagpapasok sa budget
ng implementasyon ng Simula ng Pag-Asa (SIPAG)
Project, ayuda ng pamahalaang panlalawigan sa mga
kalahok sa Program, at mga programa ng Bureau of Fire
Protection and Provincial Disaster Risk Reduction and
Management Office (PDRRMO).
Kasalukuyang may nakatalang 92 PDIP
Projects. Sa nasabing bilang, 27 dito ay nakatuon sa
social concerns, 25 sa economic development, 16 sa
Infrastructure, 8 sa Environment, at 16 sa Institutional
para sa 2017-2022 na may kabuuang halaga na P12

Provincial bus ban sa EDSA
tuwing rush hour, sinuspinde

PANSAMANTALANG pahihintulutan na muling
makadaan ang mga provincial bus sa EDSA tuwing rush
hour matapos itong suspendihin habang hindi pa handa
ang Interim Bus Terminal sa Valenzuela City.
Ayon kay Gen. Manager, Jojo Garcia ng
Metropolitan Manila Development Authority (MMDA),
kailangan pang i-clear ng LTFRB sa lahat ng rekisito
kaugnay ng mga pangangailangan ng mga pasahero sa
isang terminal at aniya’y, sa oras na ma-clear ang terminal
ay total provincial bus ban na ang ipapatupad.
Matatandaang noong Agosto ipinatupad ang
provincial bus ban sa EDSA mula 7:00-10:00 ng umaga,
at mula 6:00-10:00 ng gabi.
Layunin ng nasabing ban na maibsan ang
matinding traffic sa kahabaan ng EDSA.
Pero aminado si Garcia na hindi pa maramdaman
ang epekto ng ban sa pagpapaluwag sa trapiko.
Giit pa ni Garcia, sa ulat sa abs-cbn, dapat daw
kasi ay kasabay nito ang pagbawal sa EDSA tuwing rush
hour ng mga kotseng drayber lang ang sakay.
Magiging ’challenge’ umano sa MMDA ang
pagsuspinde sa provincial bus ban lalo na’t papasok na ang
Christmas Season.
Kaugnay nito, muling ibabalik ang traffic
management plan noong 2017.
Kakausapin na lang daw ang mga may-ari ng mga
mall sa EDSA na gawing mas maaga ang mga opening
hour at bawasan ang mga ”mega sale” tuwing weekday.
Aabisuhan din umano ang Department of Public
Works and Highways (DPWH) para sa re-blocking at itigil
muna ang pagkumpuni sa mga kalsada.

araw na Local and Overseas Job Fair katuwang ang
Department of Labor and Employment (DOLE) at
Philippine Overseas Employment Administration
(POEA) noong ika-18 hanggang ika-20 ng
September 2018 sa Provincial Auditorium, Capitol
Compound, Batangas City.
Nakilahok sa nasabing job fair ang 30
registered local companies at 14 na licensed
recruitment agencies. Halos isang libong aplikante
ang nagtungo sa Kapitolyo para sa nasabing job
fair; habang 79 na mga kuwalipikadong aplikante
ang natanggap noong araw ding iyon ng kanilang

Oust-Duterte plot ”Red
October” moved to December

THE plot to oust President Rodrigo Duterte, dubbed
as ”Red October” will no longer push through, but
the Armed Forces of the Philippines (AFP), said the
communist destabilization plot against Duterte is still
on.
According to AFP Spokesperson Brig.
Gen. Edgardo Arevalo, the Communist Party of
the Philippines (CCP), however, will keep up
destabilization moves to mark its founding anniversary
in December.
”Ang tinatawag po natin d’yan ay rolling plan.
Gusto nilang bigyan ng grandiyosong pagdiriwang
ang kanilang ika-50 anibersaryo ngayong Disyembre,”
Arevalo said on DZMM.
The military, he said, is keeping up its
intelligence and combat operations against the group.
With the neutralization of the Red October
plot, Defense Secretary Lorenzana said the Filipino
people can look forward to celebrating a white
Christmas.
The CPP earlier, has denied the ”Red October”
conspiracy to oust President Rodrigo Duterte, calling
it a government fiction.
Mothers of disappeared
students slam Palparan’s
continuing detention in
military camp
“Is the military totally bereft of even an iota of
morality? Don’t they heed persons in authority?”

MANILA – Mothers of disappeared university
students assailed the reported continuing detention
of retired Maj. Gen. Jovito Palparan in a military
camp despite a commitment order from a Bulacan
court, ordering his detention at the National
Penitentiary.
“The military’s continuing custody (of
Palparan) is not just. Is this how justice goes in the
country? They should be ashamed of themselves.
The whole world is rejoicing over his conviction
and this is what they do?” Concepcion Empeño,
mother of disappeared student Karen, told Bulatlat.
Palparan is the highest military official
ever to be indicted and consequently convicted for
a human rights violation. Last Monday, Sept. 17, a
Bulacan court issued a commitment order against
Palparan and two other Army officials as they
were found guilty of kidnapping and serious illegal
detention charges over the enforced disappearances
of university students Karen Empeño and Sherlyn
Cadapan more than 12 years ago.
Lawyer Arturo Cabides, who is representing
the three convicted military officials, asked Judge
Alexander Tamayo during the hearing if the latter
could remain in the Philippine Army Custodial
Center. This, however, was denied.
“Is the military totally bereft of even an
iota of morality? Don’t they heed persons in
authority?” Empeño added.
Erlinda Cadapan, mother of disappeared student
Sherlyn, said President Rodrigo Duterte, as
commander-in-chief, must look into this.
“Is the military now above the courts?”
she asked, adding that this would undermine if not
render the court as useless.
Edre Olalia, president of the National
Union of Peoples’ Lawyers, said the military may
be held liable for contempt of court “for open
defiance or disobedience to an explicit judicial
order to immediately commit the convict to the
National Penitentiary as all convicted felons are.”
He added “most disturbingly is the undeserved
special treatment he [Palparan] is being given since
he was arrested in 2014.”
Olalia said in a statement, “that is not only
brazen impunity but is also open disrespect that
undermines the justice system all the more and
validates well-founded fears that the Army has
something up its sleeves.”
