DepEd gears up for school opening
through Oplan Balik Eskwela 2018
PASIG CITY-- In line
with its annual initiative
to
engage
education
partners and stakeholders
in preparation for the
opening of classes, the
Department of Education
(DepEd) is set to reactivate
the National Oplan Balik
Eskwela (OBE) for School
Year
2018-2019
from
May 21 to June 8 at the
Bulwagan ng Karunungan,
DepEd-Central Office in
Pasig City.
“The conduct of the OBE
will ensure that all our
learners
are
properly
enrolled and able to attend
school on the first day
of classes by addressing
problems, queries, and
other concerns commonly
encountered
by
our
stakeholders at the start of
the school year,” Education
Secretary Leonor Magtolis
Briones explained.
Under the OBE,
the DepEd-Central Office
(CO) shall set up the
OBE
Information
and
Action Center (IAC) at the
Bulwagan ng Karunugan
which shall serve as the
information and complaints
processing and routing
zone for the duration of the
project. Likewise, regional
and division offices are
encouraged to set up a
command center to receive
and respond to concerns
directly from the ground.
Regional
information
officers and other OBE
personnel attended the
2018
OBE
National
Orientation last May 10
to 11 at the DepEd-CO to
capacitate them on how to
properly handle and answer
questions from the public.
Some
of
the
topics discussed at the
orientation include Learner
Reference Number (LRN)
and Learner Information
System (LIS); Government
Assistance to Students
and Teachers in Private
Education
(GASTPE);
Philippine
Educational
Placement Test (PEPT); K
to 12 Program; enrollment
policies;
Kindergarten;
Alternative
Learning
System (ALS); Madrasah
Education Program; Special
Education (SpEd) Program;
disaster-preparedness;
Child Protection Policy;
and teacher hiring, among
others.

agencies, organizations
Furthermore, to ensure
that all school opening
concerns will be addressed,
including those outside the
purview of the Department,
DepEd will assemble the
OBE Inter-Agency Task
Force (IATF).DepEd
“We are also working
closely with our partners
to ensure the delivery
of
quality,
accessible,
relevant, and liberating
basic education… Para

school
regarding
electricity, o hindi ma-
access ang eskwelahan
dahil sa sira ang tulay,
madali itong maaaksyunan
with the assistance of our
partners,” Briones said.
The
OBE-IATF
is
composed
of
the
Department
of
Energy
(DOE); Department of
the Interior and Local
Government
(DILG);
Department
of
Health
(DOH); Department of
National Defense (DND),
Department of Public Works
and Highways (DPWH);
Department
of
Social
Welfare and Development
(DSWD);
Department
of Trade and Industry
(DTI); Manila Electric
Company
(MERALCO);
Metropolitan Waterworks
and
Sewerage
System
(MWSS); Metro Manila
Development
Authority
(MMDA);
Philippine
Atmospheric, Geophysical
and Astronomical Services
Administration (PAGASA);
and Philippine National
Police (PNP).
The opening of
classes for School Year
2018-2019 in all public
schools nationwide is on
June 4.

Family seeks justice for
dead OFW after remains
found in septic tank

THE mother of an
overseas worker whose
skeletal remains were
found in a septic tank in
South Korea is seeking
the repatriation of the
remains and help from the
Department of Foreign
Affairs in obtaining justice
for the death of her son.
Angelita Claveria had said
in an interview she wants
the killers of her son,
Mikel Angelo, experience
pain more than what her
son had went through.
According to the
mother, Angelo, 34, left his
hometown in Cabatuan,
Iloilo in July 2014 to
work as a metal cutter in
a factory in Hwaseong,
Gyronggi Province, South
Korea.
The son went home
in September 2015 and
returned to South Korea
after a month.
During Angelo’s
short stay in the country,
the mother noticed a
laceration on his son’s
eyebrow. When asked,
he answered that he did
a “back dive” but did not
elaborate.
She added that his
son would always cover
himself with a blanket as
if he wanted to hide his
face.
Angelo,
before
returning to South Korea,
also informed his mother
that he would be leaving
his current job. But it was
unconfirmed if his transfer
pushed through.
The
last
time,
they communicated was
Christmas Eve of 2015,
she said.
Meantime, on her
Facebook account, the
victim’s sister, Jeanette,
said they asked her
brother’s acquaintances
in South Korea about his
whereabouts when their
communication was cut
off. She said that their
reply was either he went
on TNT (tago ng tago or
went into hiding) or he
found a job as an actor.
Early February this
year, the sister asked some
of her friends in South
Korea to post Mikel’s
picture at the SOKOR
OFW FB Page with the
hope
that
somebody
would be able to identify
him and tell him to get in
touch with his family.
It was in April
this year when Jeanette
received a call from a
friend of the victim, who
is also in South Korea,
informing her of the
reported “human bones
inside a water purifier
facility.”
The clothes seen
inside the purifier was
similar to the one worn
by Michael in one of his
pictures, the sister’s FB
narration said.
Other local news
media reported that the
victim’s bones were found
inside a septic tank in a
factory.
On April 20, the
Korean Consulate took
DNA samples from their
mother in Iloilo.
On
May
3,
reports by various news
organizations confirmed
that
their
samples
matched, Jeanette narrated
in her FB account.
Angelita said she
entertained doubts that
something bad happened
to her son when they took
her samples. She said that
her son was incapable
of making enemies and
even described him as
effeminate.
Meanwhile,
the
Consular Office (CO)
of the Department of
Foreign Affairs (DFA) in
Iloilo is working on the
repatriation of the bones
of the victim.
The Philippine Embassy
in South Korea will
process the repatriation of
the remains, according to
Anita F. Saldo, officer-in-
charge of DFA CO 6.
The
acceptance
paper signed by the
victim’s
mother
on
Tuesday will be sent to
DFA central office, which
in turn, will forward it to
the Philippine Embassy
in South Korea, Saldo
explained.
