BALITA Mayo 09-15, 2018 Elementary students lumahok sa art workshop ng City Library Do It Yourself Children Summer Art Workshop AER, DepEd consultative forum strengthens education & industry linkages CALAMBA CITY, Laguna -- To strengthen the linkage between education and industry development in the country, a Consultative Forum for Calabarzon stakeholders was held at Chipeco Hall, Jose Rizal Memorial School in Calamba City last April 25. “The event focuses on the collaboration and greater coordination among the government, industry and education (GIE) sectors,” explained Action for Economic Reforms-Industrial Policy Team (AER-IPT) Coordinator Jenina Joy Chavez. The coordination of these different sectors, she pointed out, had been front and center in national discourse. They then deepen the discussion by conducting regional and local events such as this consultative forum to solicit more perspectives and inputs from local counterparts. “As a holistic government approach, coordination and collaboration will (help) achieve not only policy coherence but also productive cost sharing, pooling of resources and improved accountability,” she added. The main objective of the promoted coordination of the Government-Industry- Education (GIE) Sector is to move from decentralized, broad, and possibly duplicating efforts toward coordinated strategies and planning in education and economic development, Chavez explained. She said that the Working Group on Education and Economic Development (WG on Ed2ED) has committed, although informally, to concentrate on two immediate tasks such as: (1) to engage the process of drafting of the Implementing Rules and Regulations (IRR) of the Philippine Qualifications Framework (PQF) Law or RA 10968, which was recently signed into law; and (2) to do education and socialization work for the PQF. The PQF is believed to be instrumental as it may serve as a platform for GIE coordination. As defined in the RA, it shall describe the levels of educational qualifications and sets the standards for qualification outcomes. It is a quality assured national system for the development, recognition and award qualifications. The consultative forum served as an avenue for discussing issues; gathering feedback; asking inputs for the PQF’s IRR which the WG shall consolidate and submit officially to the Technical Working Group crafting the PQF IRR; and socializing the idea of GIE coordination, developing a constituency for it, and harvesting ideas to make it happen. Dr. Rene Ofreneo of AER-IPT and Mr. Marlon Mina of the Philippine Chamber of Commerce and Industry- Human Resources Development Foundation (PCCI-HRDF) presented the current economic situation and state of the industry sector in Calabarzon region, respectively. N a t i o n a l Economic and Development Authority Region 4A (NEDA 4A) Assistant Regional Director (ARD) Gina Gacusan and Department of Trade and Industry Region 4A (DTI 4A) ARD Marcelina Alcantara conveyed their reactions to the presentation topics respectively. DepEd Assistant Secretary Atty. Nepo Malaluan presented updates on K-12, GIE Coordination and PQF. Different models of GIE Collaboration that had worked effectively were also showcased as part of the program; while, the final portion of the activity was a workshop where the participants comprised of government, line agencies, private sectors, industry, and state universities and colleges (SUCs) provided inputs and recommendations to the PQF iRR. Apart from the forum, a media tour and briefing was also held on the next day, APril 26, wherein media partners had the opportunity to visit some of the companies who have joined the Calabarzon GIE linkage including the Synnovate Pharma Corporation, Creotec Philippines Inc., ICCP Group Foundation Inc., (IGFI), Continental Temic Electronics Philippines, and Neperia Philippines. ( PIO Batangas City ) RDRRMC Calabarzon prepares for Barangay, SK elections “CALABARZON also emphasized the need to preposition emergency responders and equipment such as emergency medical teams, fire suppression teams, search and rescue teams, communications teams, and power generators near identified hotspots as part of the DRRM Councils’ consequence management support to PNP’s security and peace and order operations during the election period.” CALAMBA CITY, Laguna -- The Regional Disaster Risk Reduction and Management Council (RDRRMC) CALABARZON discussed its emergency preparedness measures for the upcoming Barangay and Sangguniang Kabataan Elections 2018 through a Pre-disaster Risk Assessment Meeting held on May 2 at the OCD-RDRRMC Operations Center, Calamba City, Laguna. Based on the 2016 Voter Statistics from COMELEC, the CALABARZON region has the largest voting population in the country with 7.6 million registered voters and highest voter turnout in 2016 with 5.9 million or 77.8%. Given the volume of voters expected to flock in various precincts and the influx of people returning to their home towns to exercise their right to suffrage, Office of Civil Defense (OCD) CALABARZON, as the RDRRMC CALABARZON’s Chair and Secretariat, highlighted the importance of anticipating and preparing for any possible emergencies that may arise in relation with the election period. To determine possible hazards that the RDRRMC response agencies and CALABARZON Local DRRM Councils (LDRRMC) should prepare for, a threat and risk assessment particularly on human-induced hazards that could affect the elections was discussed by the NICA IV and PNP CALABARZON. The five CALABARZON Provincial DRRM Offices (PDRRMO) and RDRRMC agencies such as DILG IV-A, DSWD IV-A, DOH IV-A, PCG STL, DPWH IV-A, and PIA IV-A then reported their respective office’s preparedness measures for various emergencies that may be caused by natural hazards, medical emergencies, disruption in peace and order incidents, vehicular accidents, and other possible human-induced hazards. OCD CALABARZON also emphasized the need to preposition emergency responders and equipment such as emergency medical teams, fire suppression teams, search and rescue teams, communications teams, and power generators near identified hotspots as part of the DRRM Councils’ consequence management support to PNP’s security and peace and order operations during the election period. The RDRRMC CALABARZON Emergency Operations Center (EOC) will be activated and will be raised to BLUE ALERT status on 11- 15 May 2018 to closely monitor its area of responsibility for situational updates and untoward incidents, and to readily provide possible augmentation to LDRRMCs as necessary. A related RDRRMC memorandum was disseminated on April 20 to all CALABARZON LDRRMCs requesting them to similarly activate their EOCs and to place their emergency response resources on standby alert status on May 11 to 15
