giving high hopes to teachers when he announced that he
would increase their salaries after the pay hike of military
and uniformed personnel (MUP) but later backtracked and
said they have to wait until 2020. He described the Duterte
government as “grossly insensitive to teachers’ feelings
and grumbling stomachs.”
Military and uniformed personnel’s pay was
increased in January this year.
During the protest, the teachers held packs of rice,
dried fish and instant noodles to depict what their meagre
salaries could afford under the Duterte administration.
They also bared their tummies bearing their demands for
pay hike.
According to Ibon Foundation, the prices of basic
commodities have doubled. A bundle of vegetables now
costs P10.00 from the previous P5.00 per bundle while the
price of rice has increased by P2.00 to P3.00 per kilo.
Aquino’s EO insufficient
Before President Benigno Aquino III’s
administration ended, he signed Executive Order No.
201, giving salary increases to government employees.
But this EO was highly criticized by ACT due to the
minimal increase for rank-and-file employees while higher
positions received higher amounts.

Colonial Imaginations,” presents major expositions
and world’s fairs showcasing the Philippines,
including the 1887 Exposicion General de las Islas
Filipinas (Madrid, Spain), the 1904 St. Louis Fair
(St. Louis, Missouri, USA), the 1998 Expo Pilipino
(Clark Airbase, Pampanga), and other expositions
during the colonial and post-colonial periods.
Through images and artifacts, the first section looks
at how Philippine displays in expositions reproduced
colonial narratives of the exotic and the primitive.
He said the first section of the pavilion
presents the question: can we truly escape the
colonial?
The second navel, he said titled,
“Neoliberal Urbanism,” presents the development
of Philippine cities as embedded within processes of
neoliberalization.
“Under a neoliberal agenda, cities are
placed in a hierarchy based on their ability to
compete for capital following principles of
privatization, deregulation, free market, and minimal
state intervention. Examples include mixed-use
developments and business process outsourcing
(BPO) offices, enclave central business districts,
peri-urban residential subdivisions, and informal
settlements as part of urban growth,” Cabalfin said.
By exposing contemporary issues in
Philippine cities, he said the pavilion poses the
question: is neoliberalization a new form of
colonialism?
“In the central part of the exhibition, a video
installation explores the intersection of the two forces
of colonialism and neoliberalism. The juncture of

“The comfort woman statue supposedly
serves as a reminder to future generations of Japan’s
atrocities and abuses against Filipino women during
the Second World War, and women’s historical
victimization in times of wars of aggression,”
Gabriela said.
Japan, however vigorously protested the
erection of the statue with the Duterte government,
threatening diplomatic and economic sanctions.
Japan has refused to acknowledge it
sanctioned the sexual enslavement of hundreds of
thousands of women during its rampage across the
region during the war.

Basilio said the salary increase that teachers
received from the third year implementation of Aquino’s
EO 21 is now insufficient.
“Inflation has gobbled up whatever meagre increase the
teachers got from income tax exemption and Executive
Order 201 of then President Aquino,” Basilio said.
He said more public school teachers are now
pushed to take drastic measures such as “sangla-ATM”
(pawning of ATM card) to cope with the rising cost of
basic goods.
Some are forced to take sideline jobs such as
tutorials and online-selling amid the “already burdensome
workload of teachers, and downgrading family diet and
expenses just to make both ends meet,” Basilio lamented.
He added that at least P30,000 ($380) is needed
for a family of six to live decently, which is a far cry from
the present salary of Teacher 1 position amounting to
P17,985 ($348).
“Even the Duterte regime could not deny that
working people, including teachers, badly need economic
relief. But we cannot fill our families’ stomachs with
Duterte’s pompous talk and empty recognition. What we
need is substantial salary increase now!” Basilio stressed.

experiences with the colonial and the neoliberal.

To address this emerging postcolonial
anxiety, the Philippine Pavilion invited future
architects, planners and designers to respond to the
two ‘navels’ in the exhibition. As part of the exhibit,
a think-tank consortium was created comprising
students and faculty from select architecture,
design, and planning programs in the Philippines,
that include: Yason Banal, contemporary artist and
filmmaker; TAO (Technical Assistance Organization)
Pilipinas, Inc. a women-led, non-stock, non-profit,
non-government organization that assists urban and
rural poor communities; De La Salle - College of
Saint Benilde; University of San Carlos – School of
Architecture, Fine Arts and Design; University of the
Philippines Diliman, College of Architecture; and
University of the Philippines Mindanao, Department
of Architecture,” he said.
Cabalfin said the consortium was
commissioned to conduct research on the current
state of three Philippine cities of Metro Manila, Metro
Cebu and Metro Davao and were tasked to respond
to the identified issues and to present proposals about
the future.
“Through the speculations about the two
‘navels’ and the concomitant architectural and urban
issues, Philippine ‘Freespace’ or ‘Pookginhawa’
anticipates possibilities for renewed life and hope,”
he added.
A preview of the exhibition is slated on May 24 and

Gabriela blamed the Duterte government for
caving in to Japan.
“[I]t is highly despicable that the Duterte
government, like a thief in the night, removed the
comfort woman statue in Manila. What has been left
of the marker will be a stark reminder of how the
Duterte regime pimped the dignity of women and
the Filipino nation in exchange for multi-billion
Japanese loans and technical assistance,” Gabriela
said.
Despite the statue’s removal, Gabriela said
it will vigorously pursue efforts to expose Japan’s
sex slavery in the country and other parts of the
globe.
“Women will persevere in highlighting
the horrors of Japanese occupation, no matter how
Japan and its puppets try to cover it,” Gabriela said.
