Ang library na ito ay
may tatlong palapag at open
roof deck. Sa first floor nito
ay magkakaroon ng lobby
at commercial spaces. Ang
2nd at 3rd floors ang library
area, kung saan sa 2nd floor
ay mayroon ding exhibit hall,
nursery at children section,
discussion rooms, hub tech
for education kung saan may
mga computers dito para
malaman o maka access sa
mga government services

tanggapan ng city librarian at

Sa 3rd floor naman ay
ang study area, audio- visual
room at electronic library na
maglalaman ng 18 computers
na magagamit para sa mas

DOST-PHIVOLCS COMPLETES RECONSTRUCTION
OF EARTHQUAKE MONITORING STATION
DAMAGED BY TYPHOON YOLANDA
THE Department of Science and
Technology - Philippine Institute
of Volcanology and Seismology
(DOST-PHIVOLCS)
will
inaugurate the reconstructed Palo
Seismic Station on March 14,
2018 8:00 A.M. at Palo Seismic
Station, Barangay Arado, Palo,
Leyte.
In 2013, Super Typhoon
Yolanda (Haiyan) damaged
the PHIVOLCS Palo Seismic
Station. After 4 years, DOST-
PHIVOLCS has completed the
reconstruction of the earthquake
monitoring station in Palo,
Leyte. It now operates using dual
electricity source, solar power
as the main power source and
commercial electricity.

continuously
expands
the
Philippine Seismic Network
by
establishing
earthquake
monitoring stations located
strategically all over the country.
This earthquake monitoring
station has and will significantly
benefit the Province of Leyte
through increased detectability
of events and more accurate
and timely determination of
earthquake parameters of events
generated by active earthquake
sources in and around the
province. These parameters are
important inputs for detailed
assessment
of
earthquake
hazards that could possibly affect
the province which then is used
for Disaster Risk Reduction
and Management (DRRM) plan
of the province. This plan is a
very important tool for decision-
makers to come-up with right
information provided to the
public and respond properly
when earthquakes occur.
Eastern
Visayas,
including Leyte, is one of the
seismically active areas in the
country because of the Philippine
Fault and the Philippine Trench,
which are the main earthquake
generators that can affect the
area. In addition, there are other
local faults which can be sources
of small to large-magnitude
earthquakes. Last year, a
magnitude 6.5 earthquake hit
the province with the epicenter
located 15 kilometer northeast of
Ormoc City, Leyte.
Following
the
inauguration, PHIVOLCS will
hold a press conference dubbed as
PHIVOLCS InfoSentro that aims
to give an update regarding the
earthquake monitoring stations
located in Palo and nearby
areas, and PHIVOLCS’ projects
and Disaster Risk Reduction
programs to enhance the public’s
means of preparedness for
geologic events.

March 15 is World Consumer Rights Day
MANILA -- March 15 of every
year is being observed as World
Consumer Rights Day.
In its observance, the
Department of Trade & Industry
(DTI)
reminded
businesses
and consumers to practice
responsibility and vigilance in
doing conventional and electronic
commerce or E-commerce.
Building on the success
of the 2017 #BetterDigitalWorld
campaign, this year’s theme will
be “Making digital marketplaces
fairer” as it aims to promote
E-commerce
and
digital
marketplaces that are more
accessible, safer and fairer for
consumers across the globe.
In a news release, the
DTI said there is already a Joint
Department Administrative Order
No. 01 signed by the Agency, the
Department of Agriculture, and the
Department of Health outlining the
mechanisms set by each department
in addressing consumer complaints
regarding products under their
respective mandates which were
procured in the digital platform.
The order also defines
terms in cyber security, data
privacy and online commerce
which would be needed should
a consumer complaint is lodged
in each of the agencies. Under
the Joint Administrative Order
and the E-Commerce Act, online
disclosure of information about
online business is required. Under
the same regulations, online
businesses are still required to
honor warranties, and electronic
signatures are considered as valid.
The data shared by the transacting
consumer should also be treated
with confidentiality under the said
regulation. She noted that there are
already avenues where consumers
purchasing goods or services can
direct their concerns.
Under Section 9 of
the
abovementioned
JDAO,
consumers who have concerns
with online sellers that are not
based in the country can file their
complaints through the trade or
consular office of the concerned
country.
The DTI added that
online businesses should still be
registered with the concerned
regulatory agencies of the
government, and should comply
with the same warranty regulations
of the country, particularly those
stated in the Consumer Act of the
Philippines or Republic Act No.
7394.
The issue of online
fraud has been a source of many
complaints against fake products,
lack of warranty and other
consumer complaints lodged
against
several
government
agencies. The DTI has been
working with the National Bureau
of Investigation in monitoring
online transactions that are subject
to complaints by consumers who
buy online.
The DTI also said that the
best protection for consumer rights
is vigilance and correct information
about products and services before
buying online. She also suggested
buying only from secured
websites and authorized business
establishments, whether they are
physical or online businesses. She
also encouraged the consumers
to check if the online sellers have
physical addresses for added
security.
The DTI urged online
sellers to register their businesses
with the government for them to
avail of its services, and to avoid
unnecessary legal complaints.
According to Consumers
International,
a
membership
organization for consumer groups
around the world, E-commerce,
or buying products and services
online, has transformed the way
we consume. Consumers with a
connected device and a payment
method can buy anything from
music to take-away; book transport
and accommodation; or buy tickets
to events. This new way to trade
has opened up a vast array of
choice for consumers and enhanced
convenience on a scale never seen
before.
“However, along with benefits,
e-commerce raises key issues for
consumers such as: access to fair
and secure markets, being sure
there is redress when things go
wrong, and being exposed to scams
and fraud. Because of this, the
consumer movement must work to
ensure that digital marketplaces are
fairer for everyone,” the Consumers
International said.
“Celebrating the day is
a chance to demand that the rights
of all consumers are respected and
protected, and to protest against
market abuses and social injustices
which undermine those rights,” it
added.
Likewise,
Consumers
International said that it will have a
range of social media activities the
public can take part in for the day.

World Consumer Rights
Day was inspired by President
John F Kennedy, who sent a special
message to the US Congress on 15th
March 1962, in which he formally
addressed the issue of consumer
rights. He was the first world leader
to do so. The consumer movement
first marked that date in 1983 and
now uses the day every year to
mobilize action on important issues
