Petitioner filed the instant petition, praying that
after due notice, publication and hearing in accordance
with Rule 108 of the Rules of Court as contemplated
and authorized by Article 412 of the Civil Code of the
Philippines, this Honorable Court adjudge that the date
of birth of the petitioner be changed to JANUARY
12, 1960, her surname be changed to VILLALOBOS
and likewise, her mother’s surname be changed to
BENDAÑA .
Finding the said petition to be sufficient in form
and substance, let the initial hearing of the petition be
set on April 26, 2018 at 8:30 o’clock in the morning at
which time and place and date any interested party may
appear, oppose and show cause why the same should
not be granted.
Let a copy of this Order be published in the
newspaper of general circulation in the Province of
Batangas including the cities of Batangas, Lipa and
Tanauan once a week for three (3) consecutive weeks at
the expense of the petitioner, Let the copy of the order

cleared out the difference between Health
Maintenance Organization (HMO) and Philhealth.
“The difference between HMOs and
Philhealth is that Philhealth is Social Health
Insurance so the healthy subsidizes the sick, the
young subsidizes the old, the rich subsidizes the
poor,” she explained.
This means that whether a member is
admitted to a government or a private hospital
across all accredited facilities and regardless of
social status, rich or poor, every member will enjoy
the same and equal benefits from Philhealth.
“Probably the sponsored members, wala
silang binabayaran, Iyong mga formal economy
na kayang magbayad malaki ang contribution
pero kapag na-admit sila pareho sila ng benefit na
makukuha, pareho ng case rate na tinatawag,” she
continued.
She said that the HMO waits for the
corresponding case rate of Philhealth deduction,
which it uses as basis on the excess amount that
HMO will cover.
Tambuling Batangas Other thrusts
March 7, 14 & 21, 2018 Aside from the financial risk protection that
provides for the easy access to health services
without financial hardships, Ardiente laid down
other thrusts of the National Health Insurance
Program.
He said, “We have to ensure the social
protection of all Filipinos anumang estado sila
kabilang,” under the Philhealth’s mandate.
Different component programs were
created covering the formal economy, informal
economy, OFWs, voluntary members, senior
citizens, and even house maids.
Universal health care coverage intends
to provide social protection in times of sickness
to the one hundred percent of the population in
the country, so those who are not covered by the
aforementioned programs are reached out through
the program called Point-of-Care (POC).

This is used for members who are not
covered due to lack of qualifying contribution and
those who are non-members but are classified as
Class C-3 or D or simply indigent. Wherein, the
P2,400 as premium contribution for one year will
be shouldered in the POC Program.
Another program was launched called
Point-of-Service (POS) that will benefit those
who have never been a member ever since. “Last
year, the government allotted three billion for the
coverage of those who are not yet covered,” he
said, explaining that there is a remaining 8% of the
population that under no circumstance been insured
by Philhealth.
He stressed that they are deemed to look
into this remainder and determine how they can
provide the services from government facilities in
the form of POC and POS that will help realize the
essence of a universal health care coverage.
Mental health care
“May mga Philhealth-accredited po na mga Mental
Health Institutions,“ Dr. Chua said, answering a
query from a member of the press. She also said
there are case rates for mental illnesses as well.
The reason why the weight of the benefits
for mental illness is not heavily felt and noticed is
because it is on an out-patient basis that is more on
therapy and psychotherapy.
“But if a patient is admitted sa accredited
hospital ay mayroon naman po siyang kaakibat na
Philhealth benefit package,” she explained.
Many other issues and concerns were raised
and clarified during the presscon.
One of the points Ardiente noted during
the event is those who are not able to utilize their
Philhealth benefits because they do not get sick
should otherwise be grateful.
“Iyon pong benefits of not getting sick ay
doon na lang po ako nagpapasalamat. That the other
people are using my contribution,” he stated as he
himself is a high contributor who is free from any
illness for years. He views it in a way that those who
are able and healthy in this program are essentially
helping out those who are underprivileged and
feeble.
He then reiterated the importance of imparting the
essence of this social health program to the youth,
“Sa kabataan ay pinapaalam na natin sa kanilang
maagang kamalayan ang kagandahan ng National
Health Insurance Program.”
Philhealth looks forward to continuous and stronger
partnership with the media and academe in serving
