Militarization
On militarization in the WPS with China’s
deployment of missiles in three reefs claimed by the
Philippines as well as the testing and landing of Chinese
bombers in Woody Island in the Paracels, Esperon said
the Philippine government continuously monitors the
actions of the various claimants in the SCS/WPS.
“We note with serious concern the growing
militarization in the area, such as the deployment
of military assets especially on features near the
Philippine territory. In response to these actions,
the Philippine Government has not been remiss in
undertaking diplomatic actions against any nation,”
said Esperon.
In particular, Esperon said the DFA had
been raising such issues and concerns at the Bilateral
Consultation Mechanism between China and the
Philippines.
Rep. Rozzano Rufino Biazon queried if
China’s aggressive stance spurred militarization in the
sea.
Esperon said China now has two aircraft
carriers which were not there some years ago.
“Is it militarization? Because of those two
carriers sailing across an area of China, we could

travel cost and the use of venue.
The PGC thru the PDRRMO will take the lead
for the stage 3 and the actual implementation of
the contingency plan resulting from the VIPER
project. They will also provide technical assistance
or engage services of a competent local service
provider to assist in the implementation of the project
stage, in accordance with the law on procurement.
They will also assist in the dissemination of
information regarding status and updates of the
project implementation to program beneficiaries
and other relevant stakeholders. They must ensure
the sustainability of the project by including it in
the Annual Investment Plan (AIP) in such amount
as may be permitted by its budget. PDRRMO must
assist in the identification of qualified participants
at the provincial level, to attend training activities
and workshops organized by the consortium under
this project and provide counter part support such
as transportation cost of the PGC participants to
and from the training /workshop venue. They must
facilitate the safe access and integration of the ADRA
and HLA and other project partner’s staff in the
project and ensure the security of project materials,
vehicles and equipment in the field. Similarly, they
must provide suitable venue that can be used for
the conduct of the sessions, consultations-meetings,
public fora and other related activities. PDRRMO
must allow the consortium to access the relevant
public documents such as the provincial development
plan, annual investment plan, DRR/contingency
plans, hazard, vulnerability, capacity assessment
data and other pertinent document to guide and
enable the project implementation team to provide
timely and appropriate technical advice and that will
ensure effective and efficient project implementation,
subject to confidentiality and other propriety rights of
the PGC and other concerned party.
The provincial government is preparing to respond
not just for those affected within the province but is
also enthusiastic to help other neighboring provinces
severely affected, as part of the coordination
mechanism at the national level. After in-depth
review and incessant planning, it is expected that
Cavite will brilliantly handle all the complications
on the full implementation of the project and readily
give appropriate actions to address the gaps on
completing the contingency plans.

legitimate form of readiness?,” Esperon said.
He said it is to the interest of China that the
area remains free for navigation.
“Three billion dollars worth of goods pass
through the South China Sea. Seventy percent of
China’s goods passes through that area too. Ang
interest natin diyan yung South China Sea primarily,
yung fisheries, etc. It is also our interest to give priority
to other matters such as MILF, war on drugs, among
others,” said Esperon.
Pag-asa upgrade
On the upgrading of Philippine-claimed
features in the WPS, Esperon said the government is
presently upgrading port and airstrip facilities in Pag-
asa Island, in line with efforts to promote the welfare
of Filipinos living in the said island.
“This is necessary for trade, the preservation
of the livelihood of the fisherfolk, and the timely
delivery of basic necessities of the community in the
Municipality of Pag-asa,” he said.
“Lighthouses are also now being constructed
on features held by the Philippines to ensure safety
of navigation, along our responsibility under the
UNCLOS to provide navigational safety for all
international vessels transiting the West Philippine
Sea,” said Esperon.
Defense Secretary Delfin Lorenzana said
he visited Pagasa Island and they conducted repairs,
including on the runway.
“We will pave and lengthen the runway so
larger planes can land,” said Lorenzana.
Rep. Gary Alejano commended Lorenzana for the
rehabilitation of the Pagasa airstrip and Esperon for
crafting the national security strategy.
