study ULAP’s request, although he noted that the
agencies stood by the veracity of the existing narco-
list upon citing notable improvements in the manner
by which the Philippine Drug Enforcement Agency
(PDEA) maintains it.
“They have now moved towards a central
database for all narco-personalities. So apparently,
all agencies now coordinate with PDEA because
PDEA has the mandate under the law to implement the
Dangerous Drugs Act. All intelligence information
are now submitted to PDEA and it is incumbent upon
PDEA now to verify these intelligence reports,”
Roque stated.
‘Palace still open to peace talks with
conditions’
Meanwhile, Malacañang stressed that
President Rodrigo Roa Duterte remains open to
conducting peace talks with the Communist Party
of the Philippines-New People’s Army (CPP-
NPA), provided that they accept the government’s
conditions.
Secretary Roque said the conditions include
conducting the peace talks in the Philippines and
refraining from collecting revolutionary taxes. The

can also retrieve or reset the forgotten password.
PhilJobnet has made job matching more
flexible by allowing users to modify filters such as
specific job requirements and applicant qualifications.
It also provides an option for the applicants to apply
online and to view top hiring companies.
A job seeker who is at least 15 years old may
register as a job applicant in the PhilJobNet.
An employer or establishment duly recognized
by Philippine business authorizing agencies and with
existing Tax Identification Number (TIN) can register
in the PhilJobNet.
PhilJobNet service is free of charge for both
job applicants and establishments. Its facilities can also
be accessed at the Job Search Kiosks, an ATM-type
stand-alone equipment, at DOLE attached agencies and
regional offices, Public Employment Service Offices
(PESOs), and selected schools throughout the country.

He said local government units (LGUs) have
to await further instructions from the Cabinet Cluster
on Security, which will finalize the guidelines for the
localized peace talks. The Cluster is set to conduct a
meeting on July 12.
‘Duterte signs National Feeding Program
law’
During the same press briefing, Malacañang
announced the signing into law of Republic Act No.
11037, otherwise known as the “Masustansyang
Pagkain para saBatang Pilipino Act.”
“I am pleased to announce that one of my pet
bills in Congress has been signed into law. This is
Republic Act No. 11037,” Secretary Roque said.
The measure aims to combat hunger
and undernutrition among Filipino youths by
institutionalizing a National Feeding Program
for undernourished children in public day care,
kindergarten, and elementary schools.
“It is really a sin that while in the past, the

problem was how to spend the annual appropriations
budget, there are around 6 million Filipino children
who still suffer from acute malnutrition,” Roque
noted.
He then called on the country’s local
government units (LGUs) and Filipino parents to
give their support for the success of the nationwide

Gov. Boying Remulla signs MOA with CvSU for the
establishment of the Cavite Water Testing Laboratory
IN line with the Provincial Government’s
commitment to address water quality issues and seek
to “ensure availability and sustainable management
of water and sanitation for all” (UN Sustainable
Development Goal Number 6), a ceremonial signing
of the Memorandum of Agreement (MOA) between
the Provincial Government of Cavite and Cavite
State University for the establishment of the Cavite
Water Testing Laboratory was held on June 21, 2018
at Cavite State University, Indang, Cavite.

groundbreaking ceremony followed to mark the
commencement of the facility’s construction.
Representatives from the Department of
Environment and Natural Resources-Environmental
Management Bureau Regional Office IV-A (DENR-
EMB-IV-A CALABARZON), Partnerships in
Environmental Management for the Seas of East
Asia (PEMSEA), City and Municipal Environment
and Natural Resources Offices (C/MENROs), Cavite
State University officials, faculty and students and
various departments of the Provincial Government
of Cavite witnessed the momentous occasion.
The Cavite Water Testing Laboratory is one of the
priority projects of Governor Remulla, through the
efforts of the Provincial Government-Environment
and Natural Resources Office and in partnership
with Cavite State University.
In his Keynote message, Governor Remulla
underscored the importance of clean water supply
and sanitation in achieving water security. He
also stressed that acknowledging the fact that the
province is experiencing water quality deterioration
in the past years, is the first step in addressing
the problem. He also mentioned that since the
Province of Cavite is within the Manila Bay region,
it is one of the mandamus agencies directed by the
Supreme Court to implement programs to clean
and rehabilitate the Manila Bay. Governor Remulla
likewise emphasized that water quality monitoring
is crucial in safeguarding public health since
contaminated water not only harms our aquatic
resources but may also directly cause waterborne
diseases. According to Governor Remulla, the Cavite
Water Testing Laboratory will serve as a legacy to
the next generation as it is our children who will be
reaping the fruits of our environmental efforts and
initiatives.
