ORDER
A verified petition has been filed by Petitioner Christian
Panganiban Capacia, represented by Delia I. Hernandez,
thru counsel, praying unto this Honorable Court that
after due notice, publication and hearing, a judgement be
rendered by this Honorable Court ordering the Local Civil
Registrar of Balayan, Batangas to cancel the Certificate of
Live Birth of the petitioner CHRISTIAN PANGANIBAN
CAPACIA with Registry No. 88-59 from their records; and
ordering the Local Civil Registrar of Balayan, Batangas to
furnish/advice the Civil Registrar General of the Philippine
Statistics Authority of their actions cancelling the birth
certificate of the petitioner CHRISTIAN PANGANIBAN
CAPACIA with Registry No. 88-59.
Finding the petition to be sufficient in form and
substance, the same is hereby given due course and is set
for hearing on April 24, 2019 at 8:30 o’clock in the morning
at the Session Hall of the Regional Trial Court, Branch
11, Balayan, Batangas at which date. Time and place, all
persons having any opposition may appear and show cause,
if any, why said petition should not be granted.
Let copy of the petition as well as a copy of this
order be furnished the Office of the Solicitor General, the
Office of the Civil Registrar General of the Philippines or
the Philippine Statistics Authority,
And the Office of the Local Civil Registrar of Balayan,
Batangas, and the petitioner for their information and
guidance.
It is further directed that a copy of this order be
published once a week for three (3) consecutive weeks
in a newspaper of general circulation in the Province of
Batangas to be chosen by raffle pursuant to Presidential
Decree No. 1079 at the expense of the petitioner and to be
posted by the Acting Sheriff of this Court in three (3) public
and conspicuous places, within the same period.
IT IS ORDERED.

Higher pay for workers
on Chinese New Year
MANILA -- Workers in the private sector who will report for
work on February 5, Chinese New Year which is a special
non-working holiday, are entitled to receive additional 30
percent of their daily rate wages, the labor department said.
Pursuant to Proclamation No. 555, s. 2018, signed
by President Rodrigo Duterte declaring February 5, 2019 as
a special non-working holiday in celebration of the Chinese
New Year, Labor Secretary Silvestre Bello III released Labor
Advisory No. 15, series of 2018 prescribing the payment of
rules for the said holiday.
Employers in the private sector are reminded to
observe the following rules on the payment of wages for the
said special non-working holiday:
For work done during the special day, he/she shall
be paid an additional 30 percent of his/her daily rate on the
first eight hours of work [(Daily rate x 130 percent) + COLA],
however, If the employee did not work, the no “work, no pay”
principle shall apply unless there is favorable company policy,
practice or collective bargaining agreement (CBA) granting
payment on a special day.
For those who worked in excess of eight hours
(overtime work), the employee shall be paid an additional 30
percent of his/her hourly rate on said day (Hourly rate of the
basic daily wage x 130 percent x 130 percent x number of
hours worked).
If the employee went to work during the special
days that also falls on his/her rest day, he/she will be getting
an additional 50 percent of his/her daily rate on the first eight
hours of work [(Daily rate x 150 percent) + COLA].
For work done in excess of eight hours (overtime
work) during a special day that also falls on his/her rest day,
he/she shall be paid an additional 30 percent of his/her hourly
rate on said day (Hourly rate of the basic daily wage x 150
percent x 130 percent x number of hours worked). (Paul Ang/

GSIS to take action over
water pollution issue
PASAY CITY -- Government Service Insurance System
President and General Manager Jesus Clint Aranas
assured the public that it will immediately take steps to
address the notice of violation served to its head office in
Pasay City. The GSIS head office is situated along Roxas
Boulevard facing Manila Bay where rehabilitation and
cleanup works are being done.
“I was actually surprised when I came to know
about the notice as we have been religiously monitoring
our compliance with the guidelines of the Laguna
Lake Development Authority (LLDA) by having our
wastewaters tested by an independent laboratory. In fact,
these self-monitoring tests have yielded negative results
for pollution in the past three months,” Aranas said.
The pension fund chief said that GSIS is set to
upgrade its sewage treatment plant into a more cost-
effective and low-maintenance system to support the
environment.
“As we speak, GSIS is finalizing the terms of
reference to procure the upgrading of its sewage treatment
plant that will blaze the trail in complying with the new
water guidelines and general effluent standards of DENR.”
The pension fund chief said that GSIS is a
staunch advocate of environmental protection, one of its
corporate social responsibility programs. “Every year,
GSIS never fails to participate in the coastal cleanup drive
of Manila Bay.”
He added that GSIS is committed to support
government’s campaign to clean up Manila Bay and
restore it to its “old grandeur”. (GSIS)
