23RD National Press Congress highlights science and technology
MANILA – The recently concluded 23rd National
Press Congress by the Publishers Association of
the Philippines, Inc. (PAPI), held at the Bayleaf
Hotel, Intramuros, Manila has highlighted
community development through enhanced public
awareness on science and technology.
The annual event is mandated under
Presidential Proclamation 1187 which declared
December every year as the Month of the
Community Press in the Service of the Nation, and
designed PAPI as lead agency for its observance.
The 23rd National Press Congress edition was
held in collaboration with the National Capital
Regional office of the Department of Science and
Technology (DOST-NCR).
In his message, DOST-NCR Regional
Director Jose “Jojo’ Patalinjug, III
stressed
the value of their partnership with PAPI on the
media event which he said will hopefully help
bridge the communication gap in their efforts to
bring science, technology andinnovations to the
people. He particularly cited the event’s theme:
“Science and Technology as Prime Movers of
Developmental Growth.”
DOST Secretary Fortunato de la Peña,
who keynoted the press congress, also noted the
theme’s clear message. “I appreciate that you
have chosen the role of science and technology
as prime movers of developmental growth for this
year overall theme,” he said and emphasisized
the importance of Press Freedom and value of
communication and connections. “We stand to
benefit tremendously from collaboration in sharing
knowledge for the greater good,” he added.

Dayang, acknowledged previous PAPI president
Louie Areola who formally introduced Sec. Dela
Pena, and incumbent president Nelson Santos
for all their efforts to make their organization
responsive to current development demands. “The
information service of our people is dependent
on our community press; we are the vanguard of
press freedom as we deliver the right information
to the grassroots,” he said.
Other highlights of the annual PAPI media event
were the update by PCOO Undersecretary Joel M.
Sy Egco, executive director of the Presidential
Task Force on Media Security (PTFoMS) on
related to the 2009 Maguindanao Massacre and
related media killings and security, and the
Senatoriables’ Forum.
At least 10 senatorial candidates participated
in the Forum including DLSU law dean Chel
Diokno, former DILG Sec. Rafael Alunan, noted
election lawyer Romulo Macalintal and Magdalo
partylist Rep. Gary Alejano, former Presidential
spokesman Harry Roque, Profs. Toti Casino and
Rizalito David, and lawyers Larry Gadon and Dan
Roleta.

Ayon kay Arceli Esmedilla, child development
worker ng barangay San Isidro, napili ang kanilang CDC
dahil sa magagandang proyekto at programang kanilang
ipinatutupad tulad ng feeding program. Malaking puntos
din aniya ang kanilang magandang lokasyon kung
saan sila ay malapit sa police station, health center at
sa barangay hall kung saan lubos ang suporta ng mga
opisyales ng barangay. Mayroon silang cctv camera para
seguridad ng mga bata. Malawak din ang area kung saan
nila isinasagawa ang earthquake drill. Lubos ang kanilang
pasasalamat sa tulong ng lokal na pamahalaan upang
mapondohan ang isinagawang renovation ng naturang

Sa kanyang mensahe, binigyang diin ni DOST-

sa talakayang ginanap. Binigyan di niya ng diin
ang kahalagahan ng malayang pamamahayag
at kumunikasyon at ugnayan ng DOST at PAPI
na ayon sa kanya ay magbibigay ng ibayong
pakinabang sa bayan at lahat ng mga Pilipino.
Pinangunahan din g Kalihim ang isinagawang
‘press conference’ kung saan sinagot niya ang
lahat ng mga katanungan ng mga PAPI journalists
mula sa mga rehiyon at lalawigan.

P. Dayan gang mga inisyatibo nina dating PAPI
president Louie Areola na siyang nagpakilala
kay Sec. Dela Pena, at ni kasalukuyang PAPI

DepEd clarifies applicability
of amended Christmas break
to public, private schools

PASIG CITY -- Teachers in elementary and secondary public
schools may begin their Christmas vacation for 2018 on
December 16, following the memorandum issued by the Office
of Undersecretary for Planning and Field Operations to the
Department of Education’s (DepEd) Regional Offices and
Schools Division Offices in view of DepEd Order No. 49, series
2018, or “Amendments to DepEd Order No. 25, s. 2018 (School
Calendar for School Year 2018-2019).”
However, teachers may still be required to report and
render services from December 16 to 22 in the exigency of public
service. Equivalent vacation service credits, in accordance with
DepEd Order No. 53, s. 2003, shall be given to teachers required
to report for work.
“Exigency of public service” refers to “a situation
where service is urgently needed, and where any delay in its
execution and delivery will adversely affect the outcome of the
service to clients and its effective and efficient delivery.”
In such cases, the memorandum stipulates that requests
to require the attendance of public school teachers during the
declared Christmas break must satisfy the following conditions:
1) A letter-request is submitted by the school head to his/her
respective SDO;
2) Sufficient justification is provided to establish that exigency
of public service exists; and
3)
The request is duly approved by the Schools Division
Superintendent (SDS).
In regard to the attendance of private school learners and
teachers, per DepEd Order No. 25, s. 2018, private schools have
the discretion to develop and follow their own school calendar as
long as the minimum number of class days is completed and the
provisions of Republic Act No. 7797, or the “Act to Lengthen the
School Calendar From Two Hundred (200) Days to Not More
Than Two Hundred and Twenty (220) Class Days,” are observed.

BOI approves Cargill
Joy’s P2.08B inclusive
business project
MAKATI CITY-- The Philippine Board of Investments
(BOI) recently gave approval for Cargill Joy Poultry Meat
Production Incorporated to upgrade the status of its P2.08
billion marinated cut chicken production project from
non-pioneer to an inclusive business model. The firm’s
project, which started operations in November 2017 with a
production target of 79,465 metric tons per year (MTPY),
qualified in the agency’s Investment Priorities Plan (IPP)
criteria for Inclusive Business Models.
“Cargill Joy has the potential to create inclusive
impact in Batangas by engaging the low-income
farmers through sourcing of goods and services,” Trade
Undersecretary and BOI Managing Head Ceferino
Rodolfo said.
IB projects engage members of the low-income
community in the company’s core operations, enabling
their contributions to make an impact on the firm’s financial
performance. These people may be employed directly by
the firm, and/or their produced goods and services are
integrated in the company’s value chain.
Under the current IPP, an IB-approved project can
avail of income tax holiday for a total of five years. The
criteria for IB models mandate that at least 25 percent of
total costs of goods sold should be derived from micro and
small enterprises (MSE), and a minimum of 300 individuals
from the marginalized sectors are engaged, at least 30
percent of which are women. Income derived from such
engagement should be equal to at least minimum wage,
or baseline income plus 20 percent increase, whichever is
higher, by the end of the third year of operation.
As part of the IB criteria, firms are also required
to provide technical assistance and capacity-building
measures to MSEs and individuals engaged, facilitate
financing access, and/or provide inputs or technology that
can increase productivity and improve product quality.
Cargill Joy projects that the total cost of goods
sold will reach P5.9 billion by year three, around P1.54
billion of which will be sourced from MSEs. The company
has an agriculture team which works closely and provides
technical support to the MSEs which they consider as
partner-growers. Company veterinarians guide the MSEs
on how to further improve the growing process of chickens.
In addition, the company partners with other firms in the
provision of technical assistance for poultry operation, such
as seminars on ventilation systems, disinfection tools and
audits and weather specific management. The company,
which is instrumental in providing day-old chicks, custom
mixed feeds and vaccines to its partner-growers, will also
provide direct assistance to enable these partner-growers
to avail of capital expense loans from banks.
Undersecretary Rodolfo added that while firms
only in the tourism and agribusiness industries may qualify
for IB incentives in the IPP at the moment, it is encouraged
that firms from other sectors also develop their own IB
models. “We look forward in seeing more IB partnerships
in the private sector as we work towards multi-sectoral
collaboration for a balanced economy where shared
prosperity is enjoyed,” he said. (BOI)
