From 2011 to June 30, 2018, the greening
program has already rehabilitated a total of 1.87 million
hectares with 1.56 billion seedlings planted. This
has generated 4.3 million jobs, benefitting 614,128
individuals mostly residing in forest resources-
dependent communities.
The reforestation program also serves as a
national strategy to ensure food security, poverty
reduction, environmental stability and biodiversity
conservation. It is also a mechanism for climate change
mitigation for it enhances the country’s forest stock to
absorb carbon dioxide.
The ENGP and forest protection initiative are
among the 10 priority programs of the DENR, which
have a total allocation of P8.88 billion or 36.73 percent
of the agency’s 2019 budget proposal.
More than P732 million was allocated for the
Enhanced Biodiversity Conservation Program, making
it the third priority of the DENR in terms of budget
allocation.
The other seven priorities of the DENR are
solid waste management (P656.8 million); geohazard,
groundwater assessment and responsible mining
(P468 million); improved land administration and
management (P398.9 million); scaling up of coastal
and marine ecosystems (P267.7 million); clean air
(P111.6 million); and Manila Bay cleanup (P80
million).
Under its proposed 2019 budget, the DENR
allocates P4.08 billion for its line agencies, namely
Environmental Management Bureau (P2.65 billion)
and Mines and Geosciences Bureau (P1.43 billion).
The proposed allocation for the DENR’s
four staff bureaus are as follows: Ecosystems
Research and Development Bureau (P364.4 million);
Forest Management Bureau (P271.57 million);
Land Management Bureau (P173.42 million); and
Biodiversity Management Bureau (P292.77 million).
For its attached agencies, the National
Mapping and Resource Information Authority, the
National Water Resource Board and the Palawan
Council for Sustainable Development have a proposed
allocation of P1.41 billion, P152 million and P127

NAKARAANG linggo nang lumabas ang isang video na nagviral
pa sa social media kung saan ipinakita ni Mocha Uson ang tila
pambababoy sa Federalism. Sa video, makikita na mayroon
kasama si Uson na kapwa niya blogger na si Drew Olivar kung
saan kinanta nito ang mga linyang “i-pepe, i-pepe, i-dede, i-dede,
i-dede, ipepe-pepe-pepederalismo!” na may kasama pang tila
malaswang sayaw.
Dahil dito ay maraming nadismaya sa social media
lalo na ang mga senador maging sina Pimentel na nagtiwala sa
kanya. Giit ng mga ito ay malinaw na pambabastos ang ginawa
ng opisyal.

sa pagpapaliwanag tungkol sa Pederalismo,” saad niya. Ayon sa
kanya, isang pagkakamali ang pag-aakala niyang mkakatulong si
Uson sa pagpapalawak ng impormasyon tungkol sa pederalismo.
Dagdag pa niya, hindi niya akalaing bababuyin nito
ang sinusulong nilang pagbabago sa sistema ng gobyerno. Nasabi
niya tuloy sa isang pahayag, ““Di ko lubos akalain na bababuyin
pala nila ang kawsa ng Pederalismo. Ilayo na si Mocha sa
Pederalismo. Mag-aral muna siya ng mabuti. Mag leave muna
siya,”
Sinabi naman ni Sen. Francis Escudero na halatang
kinukuha lamang ni Uson ang atensyon ng publiko.
“It is downright vulgar and has no place in the public
discourse on such an important issue as THEIR proposed shift to
federalism & Charter change!” pahayag niya.
Para naman kay Sen. Nancy Binay, hindi tama na
gawing katatawanan ang isang seryosong isyu na kinakaharap ng
bansa.
Sinabi rin ni Senate Minority leader Francis Pangilinan,
hindi pagbibigay serbisyo sa publiko ang ginawa ni Uson. Giit
nito, “Kababuyan at kalaswaan ang tawag sa ginagawa nila at
hindi public service. Ang pambabastos at pambababoy ng isang
assistant secretary ay di dapat pinalalampas ng administrasyon.”
Pang-iinsulto naman sa publiko ang laman ng naturang
video ayon kay Sen. Joel Villanueva. Dagdag niya pa ay hindi raw
ito ang inaasahang impormasyon sa isang opisyal ng gobyerno.
“Without Mocha Uson, federalism is already dead
and awaiting cremation at the Senate. With Mocha Uson, the
ashes should be thrown far, far away from the Philippines’ 7,107
beautiful islands,” sabi naman ni Sen. Pandilo Lacson sa kanyang
text message.
Inaasahan rin ni Sen. Joseph Victor Ejercito na hindi na
mauulit ang naturang pangyayari.
Samantala, isinaad naman ni Uson sa kanyang blog na nagagalit
daw ang ilang mga senador sa lumabas na video samantalang

Iginiit niya pa na wala raw siyang natatanggap kahit magkano

MANILA--Private sector workers will enjoy double
holiday pay next week following a declaration by
President Rodrigo Duterte making August 21 a regular
holiday in observance of the Muslim Feast of Sacrifice,
Eid’l Adha. Tuesday is also a special non-working holiday
being the Ninoy Aquino Day.
Labor Secretary Silvestre Bello III advised
employers to observe the proper payment of wages for
workers in a regular holiday falling on a special non-
working holiday.
In Labor Advisory No. 12, Bello said the
following pay rules will apply in the computation of
workers’ wages on Tuesday pursuant to Proclamation
Nos. 269 and 556 of July 17, 2017 and August 15, 2018,
respectively.
If the employee did not work, he or she shall be
paid 100 percent of his or her salary for that day ([Daily
Rate + COLA] x 100 percent); however, if the employee
worked on the said holiday, he or she shall be paid an
additional 30 percent of 200 percent of his or her regular
salary for that day for the first eight (8) hours [(Daily rate
+ COLA) x 200 percent] + [30 percent (Daily rate x 200
percent)].
In addition, if the employee worked in excess
of 8 hours (overtime work), he or she shall be paid an
additional 30 percent of his or her hourly rate on said day
(hourly rate of the basic daily wage x 200 percent x 130
percent x 130 percent x number of hours worked).
The advisory also said that if the employee
worked during a regular holiday that also falls on his
or her rest day, he or she shall be paid an additional 50
percent of his or her daily rate of 200 percent [(daily rate
+ COLA) x 200 percent] + [50 percent (daily rate x 200
percent)].
Furthermore, if the employee worked in excess
of 8 hours (overtime work) during a regular holiday that
also falls on his or her rest day, he or she shall be paid an
additional 30 percent of his or her hourly rate on said day
(hourly rate of the basic daily wage x 200 percent x 150
percent x 130 percent x number of hours worked). (PIA-
