group company, with the operational scope to be expanded only after sustained quality has been confirmed. The speed numbers in Table 5-1 together with the regulatory and operational milestones above mark a transition from PoC to operations.
4.2 PATTERN 2— DATA SPACES: CATENA-X AND XIPF
If goods move on contracts, data move on data-usage agreements. The European automotive data space, Catena-X, founded in 2021 with 28 development-consortium partners and now numbering nearly 200 e. V. members [ 27 ], is among the most developed initiatives of this kind. In Catena-X, contract negotiation happens at the connector layer— the Eclipse Data Space Connector( EDC)— under standardized " purposes " set by participating OEMs and suppliers. As the Governance Framework for Data Space Operations puts it, all standardized contract modules referenced in the Catena-X ODRL profile have a legal description, a technical term for referencing, and a defined list of permitted values; this enables the automation of contract negotiations as standard via a registered connector.
In a March 2025 PoC with Japan ' s Information-technology Promotion Agency( IPA), Catena-X and the Ouranos Ecosystem successfully exchanged Product Carbon Footprint data for batteries across the two data spaces [ 28 ], demonstrating cross-border interoperability while preserving regional sovereignty. Adoption is moving from voluntary to mandatory: Catena-X registration has been part of BMW [ 29 ]' s procurement process since April 2025, and Ford has required Catena-X compliance in supplier contracts since July 2024.
Japan ' s emerging counterpart, xIPF( cross Integrated Platform), was formalized on 10 April 2025 by SoftBank, NTT Data, NEC, Fujitsu and partners [ 30 ], with backing from NEDO under the Post-5G Information and Communication System Infrastructure Enhancement R & D Project. The xIPF Consortium Preparatory Committee was launched on 7 October 2025 at the University of Tokyo Ito International Research Center [ 31 ], with the goal of operating a decentralized environment that can process sensitive, real-time data across multiple organizations without centralized data pooling.
The negotiation problem inside a data space is precisely the problem the NAP was built to solve: given a data offer, a candidate consumer, a set of allowed purposes and a regulatory boundary, find an agreement both parties can sign. Without automation, this scales linearly in the number of participants. With automation, it scales by orders of magnitude— which is the practical pre-condition for circular-economy use cases( digital product passports, battery passports, traceability) at the global cale of these rising dataspaces.
