Two things are worth noticing in Table 5-1. First, both the median time and the closure rate are workload-dependent: the matching-for-devices cell— where the 2023 PoC had a 0 % closure rate— recovered to 100 %( 95 / 95) after the utility function was re-tuned, illustrating that the bottleneck in this technology is utility specification, not the negotiation engine itself. Second, the slowest cell( 4 min 49 sec, devices / unsatisfactory) is still twoto-three orders of magnitude faster than the manual baseline. Building on this deployment, NEC commercialized the capability as the NEC AI Agent Service for Procurement Negotiations, launched in Japan in December 2025, and the technology was featured as a use case in Gartner ' s Deploy AI Agents in Procurement: A Roadmap to Success( 13 March 2026), which describes the broader class as " machine buyers."
Two further developments deserve mention. A third proof-of-concept( May – June 2025) explicitly addressed compliance with Japan’ s Subcontract Act( Shitauke-hou), which in principle prohibits postponement of agreed delivery dates after a purchase order has been placed. Two enhancements were introduced: the AI does not propose a later delivery date unless the supplier has explicitly responded with a postponement request, and the system retains the full negotiation history as an auditable record of who agreed to what, when, and with what price implication. On 668 items across six Subcontract-Actsubject suppliers, the closure rate was 100 %( 52 / 52) [ 3 ]. A regulation-aware architecture of this kind generalizes to other regulated domains in which automated negotiation may be deployed, including healthcare, finance and defense procurement. Building on these results, a limited-item, staged rollout to actual operations began in April 2026 at an NEC
